一、总则
1.1确保公司员工的出差管理更规范有序,特制定本规定;适用于集团公司及下属各子公司
全体员工因公出差之管理工作。二、出差管理规定2.1出差的定义、分类2.1.1出差的定义
凡因工作需要,离开广州市的范围外出工作或外出培训者视为因公出差。2.1.2出差的分类
1)当日出差:外出工作可当日往返者。
2)远途出差:外出工作不可当日往返,须在外住宿者。2.2出差申请
2.2.1员工应至少提前2天办理报批手续,经审批后方准予出差,否则,除不予以报销差旅
费用外,还将追究其相应责任。特殊情况时可补办报批手续。2.2.2出差审批权限:
1)地区公司副总级以上员工离开驻地一天以上,除参加集团召开的会议外,均需经
集团主管行政副总经理批准后方能离开。副总级及以下员工出差,由地区公司总经理和董事长批准。未经批准,各地区公司行政部不得为其办理机票、住宿手续。不请假或请假未批而擅自离开工作岗位者以旷工论处。
2.2.3出差申请程序:
1)出差员工必须提前填写《出差申请表》,按规定上报审批。
2)由各级主管领导按权限审批,并核定其预支费用以及差旅途中的相关费用标准。3)出差员工凭核定的《出差申请表》向财务部预支差旅费。
4)出差员工应至少提前2天将经批准的《出差申请表》提交行政部。出差员工不得
指定住宿酒店和航班,一律由行政部按相关规定统一安排。在保证出差员工顺利出差完成出差任务的情况下,行政部应尽可能购买折扣相对较低的机票,并及时通知出差人员航班预定情况,以便出差人员提前做好准备。
5)主管领导审批员工“出差申请”时,应同时核定其“通讯费、接待费、其他杂费”
等费用的最高限额,以便财务部据此报销。
6)在差旅过程中负有接待任务需调整住宿标准者,由主管领导予以核定。
7)配备有公务用车的员工,若出差超过一天者,应在出差前将汽车交回行政部安排
使用。
2.3出差实行定点住宿

2.3.1公司人员出差、业务接待均应在公司定点酒店住宿,由各公司行政部统一安排。除重
要业务接待对象特别指定住宿酒店外,出差员工不得指定住宿酒店。2.3.2定点酒店在省会城市、直辖市、计划单列市和地级市确定。2.3.3各地区公司行政部负责当地定点酒店的管理工作,具体包括:
1)负责会同供应部确定当地定点酒店的工作;
2)将确定的当地定点酒店及收费标准上报集团行政部审核确认;3)负责与集团行政部确认的当地定点酒店签订协议书;4)负责当地定点酒店的监督检查工作;
5)对当地定点酒店及收费标准的变动、调整提出意见。
2.3.4定点酒店及收费标准的确定采取公开招标或协商方式进行,具体采用哪种方式,由各
地区公司行政部会同供应部确定。
2.3.5三星级以上(含三星级)的星级酒店以及具备相当条件的宾馆等,均可作为定点酒店。
定点酒店确定原则:
1)数量适当。定点酒店的数量以能满足接待公司员工出差、业务接待需要为宜;其
中三星和四星各2-3家,五星1-3家。
2)布局合理。定点酒店的分布要合理,交通便利,原则上在公司附近选择,但要考
虑价格因素。
3)档次适中。兼顾不同地区和不同级别人员出差、业务接待的需要,确定不同档次
的定点酒店。
4)价格优惠。参考当地物价水平,淡旺季价格差异,其住宿收费标准至少应比其对
外公布的价格有较大幅度的优惠。
5)定点酒店实行动态管理,一年一定。行政部负责每年检讨定点酒店及收费标准。2.4差旅费用规定
2.4.1差旅费的定义、范围
公司员工因公赴外地工作或接受培训期间中所发生的费用。范围包括:1)交通费:往返出差目的地的行程路费,以及差旅期间的必要交通费用。2)住宿费、餐费:差旅期间因住宿、用餐所发生的费用。3)住宿费按出差城市的消费水平分为以下三个类别:
?A类城市:北京、上海、深圳;
?B类城市:各省省会、各直辖市、珠海、汕头、厦门、青岛、大连; ?C类城市:其他城市。
4)通讯费:因工作需要而发生的通讯费用。
