论多层次推进中国“三网融合”的举措

【摘要】 从我国实现“三网融合”所面临诸多困难和恃待解决的问题出发，表现有网络兼容困难、利益分配不均、法律缺失和监管困难等问题，以至于三网融合迟迟无法实现。再从准确定义“三网融合”下手，然后进一步论述、分析了“三网融合”的基本现状和存在的一些问题，同时指出“三网融合”的重点在于网络、业务、运营和监管四个层次的融合。以手机电视为例论述了三网融合在业务层面的实现和发展。最后该文提出了解决这四个方面融合的具体措施。% From China to realize“triple play”are faced with many difficulties and problems need to be solved based on.Perfor?mance of network compatible problems,the uneven distribution of benefits problems,the legal flaw and Supervision problems and so on,so that“triple play”has not achieved. From the accurate definition of“triple play”to start, and then further discusses, ana?lyzes the“triple play”the basic current situation and some existing problems, and points out that the“triple play”focuses on the network, business, operation and supervision of four level fusion. Mobile phone TV as an example to discuss the convergence at the operational level of implementation and development. Finally, the paper proposed to solve the integration of these four as?pects of the specific measures.
