The provisions of the Beijing Municipality on the
administration of regional clearance of airport clearance have been examined and approved by the sixty-seventh executive session of the Municipal People's Government on May 25, 2010, which is hereby promulgated and shall come into force as of November 1, 2010.

Provisions of Beijing Municipality on regional administration of clearance protection for civil airports
Article 1 These Provisions are formulated in accordance with the relevant laws and regulations of the civil airport administration and the actual situation of this Municipality in order to strengthen the regional management of the clearance of civil airports in the city and ensure the safety of flight.
Article second these Provisions apply to the Capital International Airport and the city's other civilian airport clearance protection area.
The civil aviation administration authorities of the city people's government and the civil airport located in the city shall, in accordance with the relevant provisions, delimit the civil airport clearance protection areas of this Municipality and publicize them to the public.
Third civil airport clearance protection area where the county people's government is responsible for civil airport clearance management within the relevant areas.
The competent administrative department of the municipal port shall be responsible for the comprehensive coordination of the clearance management of the civil airport in this municipality.
Fourth County People's government and the civil airport administrative organ shall establish and improve the inspection report, and report system, found that the influence of the civil airport clearance protection, should immediately
stop and according to law, to eliminate the influence on flight safety.
The district and County People's governments and the civil airport administrative organs shall strengthen publicity and education work on the clearance protection of civil airports, and raise citizens' awareness of headroom protection.
Any unit or individual shall perform the duty of clearance protection in accordance with the law and have the right to stop and report illegal acts affecting the safety of the flight.
The people's governments of the fifth districts and counties shall, in conjunction with the civil airport administration, set warning labels in the clearance areas of civil airports.
Sixth within the city's civil airport clearance protection area, prohibit the following activities:
(1) construction of buildings or other facilities that affect flight safety, such as shooting range, strong explosive warehouse, etc.;
(two) set up lights, signs or objects that affect the use of visual aids at a civil airport or the pilot's sight;
(three) plants that affect flight safety or affect the use of civilian airport navigational aids;
(four) flying birds affecting flight safety;
(five) free balloons and captive balloons that are unmanned in accordance with the regulations;
(six) engaging in aviation model flight activities in violation of regulations;
(seven liters) flying kites, lanterns or other objects off in violation of regulations;
(eight) burning crops, straw, garbage and other substances that produce large amounts of smoke;
(nine) a large amount of smoke, dust, fire, waste gas and other substances that affect the safety of flight;
(ten) setting off fireworks and firecrackers in violation of regulations;
(eleven) in the civil airport in a range of 5 meters, the erection of buildings, trees, or engaged in mining activities, accumulation of civil airport operational safety of objects;
(twelve) other acts that affect the clearance protection of civil airports as prescribed by the competent civil aviation authority under the state council.
Seventh city planning administrative departments shall, in conjunction with the airport administration of Civil Aviation Administration, according to the specification of civil aviation related technology to determine the height limit of construction of civil airport obstacle clearance protection
zone and other control requirements.
The municipal planning administrative department shall examine and approve the construction projects that exceed the limit height or do not meet other control requirements within the clearance protection zones of civil airports,
The Civil Aviation Administration and the civil airport administration shall obtain the approval of the civil aviation administration.
Or eighth buildings, building facilities to limit the height and other effects under the relevant technical standards of civil aviation flight safety, flight obstacle should be set up in accordance with the relevant national standards, logo lights.
The building, structure or facilities have been installed with flight obstruction lights and signs, and the administrator shall ensure the normal use. Where the flight obstruction light or sign is damaged and the manager does not repair it in time, the airport management institution may first repair it, and the relevant expenses shall be borne by the manager.
No unit or individual may prevent the installation of flight obstruction lights or signs, and shall not affect the normal use of flight obstruction lights or signs.
Ninth, in the civil airport clearance protection area flying flying safety affect birds, the flight route shall not cross the civil airport clearance protection area.
