1、村级一切收入必须全额及时缴入会计服务中心开设的账户，统一管理。具体包括:包括财政转移支付收入;发包及上交收入;集体统一经营收入;一事一议筹资筹劳;土地补偿费;救济、扶贫款;罚没款物等其他收入情况。
2、收入行为一经发生，必须在5日内缴入账户，坚持先收后支,严禁以收抵支。所有收入在规定时间内未入帐的，由经手人承担相应的纪律和法律责任.。
3、收入票据必须使用各县农经局统一要求的票据。其中“一事一议”要附有村民代表会议记录复印件，任何村和个人不得自制、自购其他收款收据。
4、坚持“量入为出”的原则，严禁村级负债发生，确因特殊情况需要负债的，须经村民代表会议表决通过并报乡政府批准。

财务开支审批制度
1、 村级经济活动中，村民委员会负责按年度支出计划，提前 作出用款预算，经村两委审核，报会计服务中心审批后支出。
2、村财务支出实行“双核双签”制。财务事项发生时，经手人必须取得有效的原始凭证，注明用途并签字，交民主理财小组审核同意并签字，经村委会主任审批同意、总支书记审核并签字，报会计服务中心审核后方可入账(或报账)。
3、涉及财务收支的事项应当每月按时结算。未按时记结的，由直接责任人向民主理财小组报告，审议通过的，填写未结算事项报告单，按程序记结。对审议未通过的支出事项，不予登记并由责任人自行处理。
4、村“两委”主要干部在离任或年度财务结账(决算)前，要认真清理任期内发生的经济收支事项，按程序及时入账。
