第一部分：经济信息

1、14亿元种粮直补资金拨付区县。3月4日，市财政局发布消息称，今年我市首批种粮直补资金已全部拨付各区县（自治县），总金额为14.17亿元。据称，该资金为向种粮农民拨付的农资综合补贴资金，也是今年我市的第一批直补资金。下一步，市财政还将实施水稻良种等补贴。

2、潼南工业园集中开工八个项目。潼南县工业园区8个项目集中开工建设，总投资额为13亿元，投产后可实现年产值20亿元以上，提供就业岗位6000余个。涉及机械制造、食品加工等方面。

3、内陆首个国际贸易仲裁机构落户重庆。3月20日，全球四大仲裁机构之一——中国国际经济贸易仲裁委员会（以下简称贸仲委）西南分会在渝挂牌成立。这意味着，重庆将成为中国西部商事纠纷解决中心，今后，中外投资企业不用再远赴北京、伦敦、巴黎等城市，在重庆就可以得到仲裁。

4、政府工作报告。2009年3月5日在第十一届全国人民代表大会第二次会议上国务院总理温家宝作政府工作报告。

5、首个农村户用沼气CDM项目在渝启动。市农委与日本双梨碳抵消有限公司签下协议，计划在未来5年里，由双梨公司投资7亿元，在我市适宜地区发展农村户用沼气50万户。据悉，这是全球首个成功启动实施的农村户用沼气CDM项目，也是我市首次依靠商业性投入建沼气池。

6、打造森林重庆 我市今年新造林300万亩。今年我市将完成森林工程建设400万亩，其中新造林300万亩，为城市增添更多绿。按照《重庆森林工程总体规划》，到2012年，全市要完成新造林1100万亩，改造低效林1000万亩，新建城市绿地18万亩，森林覆盖率达38%。今年要新造林300万亩，义务植树1亿株。同时将深化林泉制度改革，基本完成5500万亩集体林地颁（换）发证，力争全年林业投资达33亿元。

Ⅰ1.4 Billion Direct Grain Subsidy Transferred To District (County). Chongqing Finance Bureau says on March 4th that the first direct grain subsidy fund has been transferred to districts (counties) which totaled 1.417 billion RMB. It is said that the fund is the agricultural comprehensive subsidy to grain producer and also the first direct fund in our municipality. The Bureau will pay well-bred rice subsidy in the following.

Ⅱ8 Projects Break the Ground Together in Tongnan Industrial Park. 8 projects break the ground together in Tongnan Industrial Park with a total investment of 1.3 billion RMB. It is estimated that the yearly output value could reach 2 billion RMB and 6000 jobs could be provided after operation. The projects include machinery manufacturing, food processing, etc.

ⅢThe First Inland International Trade Arbitration Agency Opened in Chongqing. China International Economic and Trade Arbitration Commission (CIETAS), one of the four main arbitration agencies in the world, unveiled its southwestern sub-commission in Chongqing. It means that Chongqing will be the business dispute settlement center of the west China. From now on, domestic and foreign invested companies do not need to go to Beijing, London or Paris for arbitration but get it down in Chongqing.

ⅣGovernment Work Report. Premier Wen Jiabao made the government work report on the second plenary session of the 11th National People’s Congress on March 5th, 2009.

ⅴ3 Million Mu Forest to Be Built in Chongqing. Chongqing will complete the forest construction of 4 million mu with 3 million new forest this year to create more green for the city. According to ‘Chongqing Forest Project Master Plan’, the city will complete new forest of 11 million mus, upgrade 10 million mu of low production forest, and build 180,000 mu of city green land by 2012 to reach the forest coverage rate of 38%. New 3 million mu of forest will be build and 100 million trees be planted voluntarily this year. At the same time, forest and spring management mechanism will be reformed, 55 million mu collectively owned forest get new certificates, and investment into forest sector reach 3.3 billion RMB.

第二部分: 园区介绍

重庆荣昌工业园区

重庆荣昌工业园区系2002年12月经重庆市人民政府批准、2006年1月经国家发改委审批成立的省级工业园区，包括板桥、杜家坝、广顺三个工业园。总规划面积25.5平方公里，其中板桥园16平方公里，杜家坝园3平方公里，广顺园6.5平方公里；目前板桥园已建成6平方公里，2008将拓展13.5平方公里。

园区重点发展生物产业、照明电器及家电、机械化工、能源轻纺、农副产品深加工为主的五大主导产业。

其中板桥园区优先发展生物产业、重点培育照明电器及家电产业、调整优化机械加工业、积极争取发展农副产品深加工，将板桥园打造成为全国生物产业基地、中国西部照明电器基地和中国畜牧科技城（中国现代畜牧业示范区）的核心板块；

杜家坝园重点发展能源化工产业，重点作为荣昌承接重庆“退二进三”企业、东部沿海地区产业转移的重要平台和载体；广顺园重点发展轻纺纺织产业，拟将打造为纺织工业园。

目前园区形成“一线三极”的产业发展新布局。即：以峰广公路沿线的二三产业密集带，连接以板桥园为主的生物产业、照明电器及家电、机械加工、农副产品深加工产业极核，连接以杜家坝园为主的能源化工产业极核，和连接以广顺园为主的轻纺纺织产业极核。通过不断的发展，努力将生物产业、照明电器等产业打造成100亿以上的产业集群。2008年底，园区工业总产值达90.43亿元,工业增加值30.75亿元.

Part two: about Park

An Introduction to Chongqing Rongchang Industrial Park

Chongqing Rongchang Industrial Park, as a provincial industrial park, was approved to build by the Chongqing People’s Government in December, 2002, and established in January, 2006, with three industrial park, including Banqiao, Dujiaba and Guangshun industrial park, covering an aggregate area of 25.5 km2, among which Banqiao industrial park covers 16 km2, Dujiaba 3 km2 and Guangshun 6.5 km2. So far, Banqiao has realized 6 km2 of constructed area and another 13.5 km2 will be enlarged in 2008.

Chongqing Rongchang Industrial Park is characterized by five principal industries, including the biological industry, illumination and household appliance, mechanical chemistry, energy resources and light industry. the subsidiary agricultural products intensive processing. Banqiao Industrial Park gives priority to biological industry, develops illumination and household appliance industry, adjusts and optimizes mechanical processing and competes for the subsidiary agricultural products intensive processing, aiming for creating a biological products capital of China, the illumination appliance capital of west China and livestock farming capital of China (demonstrating zone of China modern livestock farming). Dujiaba Industrial Park is aimed at developing energy resources and chemical industry, receiving and accepting those enterprises withdrawing from Chongqing municipality and eastern coastline. The Guangshun Park focuses on developing textile and other light industry.

Rongchang Industrial Park wears a new layout currently, i.e. the second and third industry will be concentrated along the Fengguan Road, connecting with the Banqiao Industrial Park which is characterized by biological industry, illumination and household appliance, mechanical processing and the subsidiary agricultural products intensive processing and Dujiaba Industrial Park where the energy resources and chemistry is the leading industry, and Guangshun Industrial Park whose main industry is textile, with an output value of RMB 10 billion in the future. By the end of 2008, the total output value of the Park has reached RMB 9.043 billion and the industrial added value is RMB 3.075 billion.
