关于成立 工程施工项目部的通知
各有关单位、部门:
为确保 工程的顺利完成,根据《国家电网公司施工项目部标准化工作手册(330kV及以上变电工程分册)》有关规定,成立 工程施工项目部,履行项目管理职责。其人员组成如下:

填写、使用说明
(1)主要施工管理人员包括:项目经理、总工、施工员(仅土建工程需要)专职质检员、专职安全员等。
(2)按有关规定,项目经理、项目总工、专职质检员、专职安全员必须经过相关培训,持证上岗。 (3)施工项目部应对其报审的复印件进行确认,并注明原件存放处。 (4)监理项目部审查要点:
1)主要施工管理人员是否与投标文件一致。 2)人员数量是否满足工程施工管理需要。 3)更换项目经理是否经建设管理单位书面同意。 4)应持证上岗的人员所持证件是否有效。

填写、使用说明
(1)项目管理实施规划(施工组织设计)应由施工项目部组织编制,施工单位技术管理部门审核,
施工单位总工批准。文件的编审批程序应符合施工单位的体系文件规定,文件封面的落款为施工单位名称,并加盖施工单位章。
(2)监理项目部应从文件的内容是否完整,施工总进度计划是否满足合同工期,是否能够保证施工的连续性、紧凑性、均衡性;总体施工方案在技术上是否可行,经济上是否合理,施工工艺是否先进,能否满足施工总进度计划要求,安全文明施工、环保措施是否得当;施工现场平面布置是否合理,是否符合工程安全文明施工总体策划,是否与施工总进度计划相适应,是否考虑了施工机具、材料、设备之间在空间和时间上的协调;资源供应计划是否与施工总进度计划和施工方案相一致等方面进行审查,提出监理意见。
