投标管理制度及流程
公司招投标管理制度 第一章 总 则
第一条 为了进一步规范公司各类招投标工作，维护公司利益，根据《中华人民共和国招标投标法》、黑龙江华侨广场项目投资发展有限公司的有关规定，制订本制度。
第二条 公司范围内进行的工程建设项目(包括基建工程、生产工程、专项资金工程)的勘察、设计、施工、监理以及专项资金其他项目、各类物资(包括办公用品、微机耗材)采购的招投标活动，适用本制度。
第三条 以下项目必须进行招标:
(一)工程建设项目施工单项合同估算价在50万元以上的; (二)物资采购单项合同估算价在30万元以上的; (三)勘察、设计、监理项目单项合同估算价在20万元以上的; (四)专项资金项目单项合同估算价在30万元以上的工程项目和10万元以上的设备大修、科研项目以及公司安排需实施的项目;
(五)单项合同估算价低于(一)、(二)、(三)、(四)项规定的标准，但项目总投资在3000万元以上的。 以下项目可以不招标:

第四条 任何单位和个人不得将公司规定应当进行招标的项目化整为零或者以其他任何方式规避招标。
第五条 公司招投标活动应当遵循国家有关法律法规，应当遵循公开、公平、公正和诚实信用的原则。
第六条 公司负责对所有招投标活动进行全过程监督，并依据国家、集团公司和公司有关规定查处招投标活动中的违规违纪行为。
第二章 招 标
第七条 招标项目必须履行立项审批手续，经公司批准，并落实相应资金。 第八条 招标以公开招标和邀请招标方式进行。 采用公开招标方式的，依法必须进行招标项目的招标公告。 邀请招标，应当向三家以上具有相应能力和资信的特定的法人或其他组织发出书面邀请书。

的，经公司分管领导审批后，可以进行邀请招标、议标或不招标:
(一)采用特定专利或专有技术的，或艺术造型有特殊要求的; (二)承包人、供应商、维修厂家或服务方少于三家，不能形成有效竞争的;
(三)属于抢险援助及其它紧急项目的;
(四)技术含量高，需由社会专业化厂家来完成的。 第十一条 公司成立招投标管理办公室，在公司招投标领导小组领导下，具体负责全公司招投标管理工作，组织制订招投标制度，掌握国内外相关法律、法规的有关规定，负责对各招投标业务组织单位进行监督、考评。
根据项目资金渠道和业务性质划分，招投标业务分别由下列职能部门组织实施:基建工程由基建部负责组织招投标或委托专业招标代理机构组织招投标;专项资金工程、绿化及环境治理工程、办公用品、微机耗材、设备外委维修等其它专项资金项目由计划部负责组织招投标;物资采购、进口设备、零部件国产化研发制造由物资供应中心负责组织招投标。 招投标参照各自的实施细则组织。
第十二条 对资质要求不高、技术难度小的基建、生产和专项资金工程，在具备相应施工资质的前提下，实行邀请招标或不招标。具体实施办法按照公司有关规定执行。
