【摘要】 分析了发展基层公共气象服务的意义以及还存在意识不完全到位等问题。从而提出解决存在问题要坚持以人为本，培养高素质的预报人员，加强气象科普宣传，加强公共气象服务体系建设等四项措施。% This paper analyses the development of grassroots public meteorological service significance as well as still exist problems such as consciousness not completely in place. Puts forward to solve existing problems to adhere to the people-oriented, the cultivation of high quality forecast personnel, strengthening meteorological science popularization, strengthen the public meteorological service system construction, four measures.
