本规范根据建设部《关于印发(二○○四年工程建设国家标准制订、修订计划)的通知》(建标[2004]67号)的要求，由北京市政建设集团有限责任公司会同有关单位对《给水排水管道工程施工及验收规范》GB 50268—97进行修订而成。

在修订过程中，编制组进行了的深入的调查研究和专题研讨，总结了我国各地给水排水管道工程施工与质量验收的实践经验，坚持了“验评分离、强化验收、完善手段、过程控制”的指导原则，参考了有关国内外相关规范，并以多种形式广泛征求了有关单位的意见，最后经审查定稿。

本规范规定的主要内容有：总则、术语、基本规定、土石方与地基处理、开槽施工管道主体结构、不开槽施工管道主体结构、沉管和桥管施工主体结构、管道附属构筑物、管道功能性试验及附录。
