交通中心轨道所一行五人在李城坤副主任的率领下，进行了为期7天的城市轨道交通规划与建设专题调研。沿途考察了南京、上海、北京三个城市，并利用参加在南京召开的中国城市交通规划学会年会的机会，与国内外同行进行了广泛的交流。通过这次调研，我们进一步了解了国内其它大城市轨道交通建设的现状、存在的问题，以及各城市轨道交通发展策略、轨网构架、换乘系统的思路与项目运作方法。吸取兄弟城市轨道网建设的经验，对交通中心正在开展的深圳cts与rds项目以及深圳的轨道交通规划建设工作将起到良好的促进作用。

一．对国内轨道网规划不同思路的认识和体会

我国的城市轨道网规划尚无成熟的理论和模式。目前已有如下8个城市做了轨道网规划研究工作：北京、上海、宁波、济南、广州、青岛、大连、成都，另深圳等24个城市正在开展此项工作。根据对交通模型的重视程度不同，已完成8个轨网规划可归纳为3种思路：

1）以北京城建院为代表的传统方法。

特点：以定性分析为主，定量分析为辅，即使用到了交通模型， 其功能也仅限于客流预测。

代表城市：广州、青岛、济南、南京。

2）以中规院交通所为代表的定性与定量相结合的方法。

北京城建院是国内参与城市轨网规划最早，经验最丰富的单位，其思路为传统的“设计”型。以南京为例：

南京的2000年线网规划分两个阶段进行，第一阶段重点研究线网合理规模和线网构架方案，在搜集和分析基础资料的基础上，匡算线网规模，提出预选方案，并对线网构架进行定量分析，经专家评审确定最终线网方案；第二阶段对线路敷设方式、运行方式、车辆段、修建顺序、联络线、交通衔接等内容进行实施性规划研究。 初线路网的产生基本出于定性分析，具体步骤为： 1．确定轨道网的合理规模

南京轨网的规模采用了两种方法进行测算： ① 按规划指标推算

已知规划远景年建成区的面积和轨道网密度的控制指标，按城市道路网情况，推算建成区各分区的线网密度，并由此计算出相应的线网长度。

根据规划年总出行量，公交分担率和轨道在公交中的分担率的期望值，推算出轨道交通所承担的出行量，即轨道交通需求量。在此基础上经过全网可达到的客流密度与线网长度之间的函数关系计算，完成从需求到线网长度的转换。

③ 比较①和②的结果，得出推荐的合理线网总长度。 2．线网布设

①根据远景年全人口全方式出行预测，总结出行分布的特点，识别主要交通走廊，在此基础上构架线网的骨架，即轨道网的基本形态。网络构架的思路是面→线→点。

②以线网密度和线网长度为控制指标，用主要集散点连线法和出行主经路法布设网络得到4个初步方案。 3．客流预测

利用四阶段法，将南京市区分为122个交通小区，外围12个区，建立一套交通需求预测模型。客流测试的主要目的，是对线网构思中定性分析形成的设想，进行定量分析检验。该规划分2个阶段进行交通测试：

第一阶段：测试4个初步方案，检验主客流方向和各线的运能平衡情况。

（二）定量分析与定性分析相结合的建网方法

轨道交通规划不仅仅是为了满足未来年出行的需要，更重要的是全面调整城市发展形态及土地利用的有效手段。中规院交通所的可取之处在于其对城市规划的深刻理解和对轨道网布局方向的准确把握。宁波的轨网规划中充分体现了其规划思想。

同北京城建院的手法类似，宁波的的轨网规划首先用类比分析定量测算法和线网密度对比测算法计算出中心城轨道线网的建议规模，根据城市人口规模、用地特征和主要客流集散区的分布情况，初步形成三种类型9个轨道网构架初步方案。

宁波轨道网规划对模型测试的重视程度则有所提高。定性分析与定量分析相结合贯彻在轨道线网方案规划的始终。 其客流测试主要分以下四阶段进行： ① 无轨道公交客流走廊的测试

该阶段主要测试无轨道时常规公交客流断面分布状况。其目的有二，一是反映出主要的公交客流方向及其走廊，二是分析在一些公交客流走廊上规划轨道线路的必要性。该阶段是初步构思轨道网框架的基础。

② 对轨道线网初始方案的初步客流测试

该阶段主要进行断面客流测试，包含两方面内容，一是初始

北京地铁一期工程是在60年代开始建设的，车站设计模式是参照前苏联的经验，在车站两端设置了集散厅。乘客可直接下到站台，从而减少了车站的埋深，建设费用也较低。但到修建地铁复八线工程时，车站形式则有了很大的变化，大都采用地下双层车站，站厅层放在站台层的上面。这种车站形式的站厅层客流集聚和疏散的空间大，换乘方便。同时技术标准也有很大的提高和改变。

上海地铁始建于90年代，它吸取了大量国内外的经验。在引进和吸收国内外先进设备和技术的基础上，高起点建设起来的。车站内的服务设施先进，自动扶梯、自动售检票系统，各种标志醒目，方便乘客。显示出当代地铁车站高服务水平和管理能力的风范。 上海地铁地下车站一般布置为上下两层，站台形式大都为岛式。地面站及高架站则采用侧式站台。

换乘站形式一般分为同站台换乘、站点换乘、站厅换乘、通道换乘、站外换乘五种。后两种换乘方式相对而言，乘客的走行距离长，换乘不方便。如北京地铁的复兴门站，上海地铁人民广场站都为换乘站，接驳方式采用的是通道式换乘。通过实地考察确实不方便，无形中由于走行时间及距离加长降低了服务的水准。据说主要是建一期时没有预留好接口的条件，造成了上述的问题。

另外上海火车站处的1号线与明珠线的接驳，中间隔着上海火车站，也没有通道相连接，造成换乘非常困难。还有上海体育馆站区的1号线与明珠线换乘时采用的是站外换乘，需在地面上走行近200米，相距较远，换乘不便，势必影响对客流量的吸引。上述几种情况均为换乘不便的例子，应引以为鉴，尽量采用前三种形式。 但北京西客站在设计阶段时，由于考虑了未来地铁站的设置，在其下面就采用预留地铁站的方法，为以后地铁与火车站接驳提供了良好的换乘条件。南京地铁地下站的设计根据规划也予留了换乘点接口的条件。我们深圳地铁的一期工程1号线与4号线相交金田站也采用的是十字型结点换乘。

换乘站的重要性愈来愈被人们认同。它是一个非常重要的系统。不仅要规划好轨道与轨道的接驳，还必须考虑轨道与大型常规公交站的接驳关系、位置、方式。通过对轨道网的认真科学的规划，使轨道工程未来用地得到有效的控制，对后面的轨道工程建设将会起到
