第一章 总 则

第一条 说明制定本用地指标的目的。我国人口多，人均土地少，尤其人均耕地少，普通高等学校建设必须贯彻《中华人民共和国土地管理法》“十分珍惜和合理利用每寸土地，切实保护耕地”的基本国策，加强建设用地的科学管理。但又必须根据《中华人民共和国高等教育法》和《中国教育改革和发展纲要》的要求，以及教育现代化对校园、校舍条件与环境提出的新要求，“以学生为本”创建“和谐校园”、“人文校园”、“环境校园”的良好育人环境，则应有一个与校舍面积指标相适应的科学合理的学校建设用地标准，以保证学校建设用地的需要，提高土地利用率，使普通高等学校的校园规划设计、建设管理有章可循。这是制定本建设用地指标的基本目的。

第二条 说明制定本用地指标的依据。本用地指标编制遵照国家现行有关土地法规、建设法规和教育法规。建设部、原国家土地管理局《关于印发〈工程项目建设用地指标编制工作暂行办法〉的通知》（[1989]国土[建]字第169号）；建设部办公厅、国土资源部办公厅关于同意开展《普通高等学校建设用地指标》编制工作的函（建办标函[2005]568号）；国土资源部令发布的《划拨用地目录》（第9号）；《普通高等学校建筑面积指标》；各省、市地方政府有关绿化管理的规定等现行法规，是编制本用地指标的直接依据。

第三条 说明本用地指标的作用。建设部、原国家土地管理局《关于印发〈工程项目建设用地指标编制工作暂行办法〉的通知》（[1989]国土[建]字第169号）规定：“建设用地指标是编制和审批设计任务书（或可行性研究报告）、确定项目建设用地规模的依据；是编审初步设计文件、核定和审批建设项目用地面积的尺度。”本用地指标是普通高等学校进行规划建设时编制项目建议书、可行性研究报告（含征用建设用地计划）和校园规划设计文件的依据。是有关部门对上述文件进行评估、审核、监督检查的尺度。 第四条 规定了本用地指标的适用范围。

一、普通高等学校包括大学、专门学院、高等职业技术学院、高等专科学校。 二、本用地指标适用于新建普通高等学校。改建、扩建普通高等学校，可参照执行。 三、重点高等学校承担着教学与科研的双重任务，一般为教学研究型大学。其人员编制及正副教授的比例均大于一般普通高等学校。经主管部门批准提高其各项校舍建筑面积指标后，与之相应的用地指标也可适当增加。以培养少数民族学生为主的民族高等学校，结合少

第五条 普通高等学校建设在执行本建设用地指标的同时，还应执行国家有关的土地法规和建设法规等规定。

第二章 合理和节约用地的基本规定

第六条 强调普通高等学校建设要对学校的办学规模、建设规模、学校选址、校园规划、建筑设计几个重要环节进行科学论证，做到合理用地，节约用地，以提高土地利用率。 第七条 主要说明普通高等学校建设要顺应时代的需求，从为社会培养全面发展、具有创新精神和实践能力的人才出发，尽量提高校园土地、师资、校舍、设备等资源的综合利用率，使宝贵的土地等教育资源发挥更大的办学效益和社会效益。

第八条 说明了学校建设要在当地城乡建设规划和土地利用规划管理部门的指导下，在满足办学要求的前提下，充分利用丘陵、坡地、劣地、荒地，尽量不占或少占耕地。 第九条 说明了校园规划要因地制宜，采用各种技术措施，从校园布局、竖向设计、路网设计和管线布置等方面提高土地利用率。争取扩大绿地、活动场地，适当预留发展用地，以利于学校的持续发展。

第十条 规定了大学、专门学院科学合理节约土地所应采取的措施。我国土地十分紧张，但高等学校由于其教学特点，在教学、实验、科研等用房中会出现短时间人流的大量集中，所以此类用房不宜建高层建筑。为了科学合理地节约土地，在不影响使用功能的前提下，在校园总体规划设计中尽量集中组合布置各种建筑物。

学校建筑设计要从建筑布置、建筑层数，利用地下空间等方面合理确定建筑平面利用系数和控制建筑容积率。

第三章 建设用地构成与建设规模

第一节 建设用地构成

第二节 学校办学规模与建设规模

第十二条 学校建设用地指标是根据国家发布实施的《普通高等学校建筑面积指标》，建筑设计规范与教育主管部门批准的学校办学规模计算的，用地指标与学校的学生人数密切相关。

第十三条和第十四条 规定了普通高等学校（包括大学、专门学院、高等职业技术学院和高等专科学校）的办学规模和建设规模，其办学规模和生均建筑面积指标出自《普通高等学校建筑面积指标》。

第十五条 说明了学校根据需要可配置的研究生研究实验用房等8项用房的名称，其建设规模由上级主管部门审批，同时增加相应的建设用地。

第四章 大学、专门学院建设用地指标

第一节 一般规定

本节是对大学、专门学院建设用地的一般规定。专门学院系指独立设置的，以“学院”为名称的普通高等学校，如“××建筑工程学院”、“××财经学院”等等。大学内部设置的“文学院”、“理学院”……应在大学内部统一安排各项建设用地，不应单独套用本用地面积指标。

第十六条 规定了大学、专门学院建设用地的内容及本用地指标中未包括的五个部分，学校如需要其中的某些部分时，应报请有关主管部门另行申请。 第十七条 规定了大学、专门学院各项用地指标所采用的基本参数。

第十八条 规定了每所大学、专门学院都必须安排的四项用地（校舍建筑用地、室外体育设施用地、绿化用地、停车场地用地）的建设用地指标。

第二节 建筑用地指标

第十九条 规定了大学、专门学院校舍建筑容积率，以及建筑用地指标。

第三节 室外体育设施用地指标

第二十条 本条按原《92指标》及中共中央、国务院关于《加强青少年体育增强青少年体质的意见》（中发[2007]7号），以及教育部、国家体育总局、共青团中央关于全面启动全国亿万学生阳光体育的通知精神，学校体育设施不仅要满足体育教学活动的需要，也要满足学生课外锻炼及竞赛活动的需要，把课外体育活动纳入学校日常教学计划，以充分保证学校体育课和学生体育活动，把增强学生体质作为学校教育的基本目标之一。为此，在用地上必须给予保证。

本用地指标的计算依据是：

一、非体育类院校按下述标准配备室外体育设施。

1、田径场按400米标准运动场设置，其场地净面积为16368平方米（176.91m×92.52m），各类院校可按表1标准配置。

3、篮排球场每334名学生各设1个。每个篮球场占地面积608平方米（净面积420㎡）；每个排球场占地面积364平方米(净面积162㎡)。

8、武术、跆拳道、散打等小型单项运动场地若干。

9、器械场每1000名学生设1处。每处占地面积250平方米（包括单杠、双杠、吊环等）。 10、障碍物场地每5000名学生设1个。每个占地面积1000平方米。 二、体育院校

1、田径场按400米标准运动场设置，其场地净面积为16368平方米（176.91m×92.52m），各种规模院校按表4标准配置。

第四节 集中绿化用地指标

第二十一条 本条根据建设部及各省、市地方政府有关绿化管理条例的规定，结合高等学校校园育人环境的需求，规定大学、专门学院的绿地率不应小于35%。同时为了节约土地，确定集中绿地指标为20%，15%分解于建筑用地中房前屋后的零星绿地、校园四周围墙旁及道路两旁的零星绿地，以及部分运动场中保养较好的草坪等。经测算生均绿化用地指标应不低于12㎡/生。如学校所在地的省、市级政府有关绿化管理条例中规定的绿地率大于上述规
