摘 要
近年来，由于民事案件数量激增，送达工作量不断加大，基层法院送达难问题愈发严重，一定程度上影响着诉讼进程。随着社会的发展，人口流动大，人户不一致已成为常事。而法律存在着滞后性更是造成了送达难问题的出现。虽然诸多学者对该问题提出很多可行性建议，法律也不断的完善送达制度，但在实务中，基层法院民事送达难问题仍异常突出。例如，法律关于送达的规定不够细化，在司法实践中操作困难，加之基层法院自身存在着问题，司法资源有限，缺乏送达机制等一系列问题，导致送达效率低下。鉴于此，本篇论文将结合本地区鲅鱼圈区人民法院展开对送达难困境的探讨。本篇文章一共分为四大部分：第一部分是阐述鲅鱼圈区人民法院送达难的现状和困境，简要介绍鲅鱼圈区人民法院送达方式的现状后，具体结合各种送达方式阐述民事诉讼送达困境的具体表现。第二部分是分析鲅鱼圈区人民法院送达难这一问题的成因。第三部分是通过部分法院对送达方式的创新尝试进行阐述。第四部分是对基层法院送达难成因，提出对策。

Abstract
For the past few years, due to the surge in the number of civil cases, the workload of service has been increasing, and the difficulty of service in grassroots courts has become more serious, which has affected the litigation process to some extent. With the development of the society and the large population flow. The inconsistency between people and households has become a common thing, while the hysteresis of laws has caused the emergence of the problem of difficult service. Although many scholars have put forward many feasible Suggestions on this issue and the law has been constantly improving the service system, in practice, the difficulty of civil service in grassroots courts is still outstanding. For example, the law on service are not enough detailed, and it is hard to operate in current judicial practice. In addition, there are problems in the basic courts themselves, limited judicial resources, lack of service mechanism and a series of other problems, resulting in low service efficiency. In view of this, this paper will combine the local Bayuquan District People's Court to carry out a grassroots court civil service difficult problem. This paper is divided into four parts: the first part is to explain the Bayuquan District People's Court service difficult present situation and dilemma, a brief introduction of the Bayuquan District People's Court service of the present situation, the specific combination of various ways of service to illustrate the specific performance of the civil litigation service dilemma. The second part is to analyze the Bayuquan District People's Court service difficult causes of this problem. The third part analyzes the innovation and improvement of the service method through the courts in some courts. The fourth part is aimed at the basic court service difficult problem, puts forward the countermeasure.
