Goodafternoon,ladiesandgentlemen.TheissueoftheYellowRiverhasbeethebiggestconcernofmembersoftheChinesepeoplesPoliticalConsultativeConference.Mychildhood,infact,iscloselyassociatedwiththeriver.Myfatherisanengineeringgeologist,andheusedtotakemewithhimonhistripstothehydropowerstationsontheriver.Ienjoyedthosetrips,especiallythetriptoLongyangXiareservoir.Althoughtenyearshavepassedsincemyvisit,Icanstillrecallthescenery;IcanstillrecallthewaterIsawatthereservoir.Itwaspure,cleanandblue,notlikethewaterIsawinthemiddlereachesoftheriver,whichhadturnedbrownandmuddyafterpassingthroughtheLoessPlateau.
Onceduringourstayatthepowerstation,wewerecaughtinathunderstorm.Andwhenrainstopped,Icouldseetricklesofwaterrollingdownmountainslopesandflowingintothereservoir.Itcarriedlittlemudorsand,beca
useatthattime,treesandgrassstillgrewaroundthereservoir.Andtheyprotectedthesoil.AtLongyangXiaIwasstruckbythebeautyofnature,andasachildIwantedtostaythereandtogrowupwithourYellowRiver.
LiBai,theTangDynastypoet,saidpraisestotheflowingwaterintheYellowRiver.Hesawitasingdownfromheavenandnurturingthepeoplealongherwaytothesea.However,in1997,for330days,notasingledropofwaterfromtheYellowRiverwentintothesea.Anddroughtsarenottheonlypunishmentbynature.Afriendofmyfather's,auniversityprofessor,isdoingresearchontheYellowRiver.Accordingtothisprofessor,theYellowRiverwillsoonchangeitscourseifweallowthissituationtocontinue.Becausethereisnolongerenoughwatertocarryawaythesiltandmudinthelowerreachesoftheriverandtheriverbedriseshigherandhighereachyear.
Wehavetakentoomuchfromnature,butgivenbacktoolittleinreturn.Andthisisthecostoftheunbalancedgrowth.IfwehadtakencareofthevegetationintheupperandmiddlereachesoftheYellowRiver,wewouldstillexperiencetheriverasLiBaidescribedit.
