看补贴对象和补助方式
《细则》中对补助对象和补助方式进行了明确。
首先，补助对象是消费者的，消费者按销售价格扣减补助后支付。中央与北京财政的补贴款，将直接发放给整车企业。与此同时，为了使电动汽车得以推广，不少购车者还可免费获赠安装充电桩。
其次，如果补助对象是企业，中央与北京财政的补贴款，将直接发放给整车企业。
另据《国家电网报》报道：目前，北京200个供电营业厅均可办理电动小客车充电设施报装业务。各区县供电营业厅为客户办理用电报装手续，并在车企组织完成施工后，进行验收和装表接电，同时为客户配发智能表电卡。国网北京电力专门开辟绿色通道，加快私人充电设施用电报装业务办理，将用电报装和验收送电环节办理时间由12个工作日缩减为7个工作日。

如上图，对比四部委公布的新能源汽车补贴标准，北京市新能源小客车的补贴基本呈与中央补贴1:1的态势。假设一台车30万元，中央财政补贴5万元，则北京市财政也补贴5万元，购买方只要支付20万元的补贴后价格，即可在京购得新能源小客车。
由于北京市新能源汽车推广目录(第一批)公布在今年(2014年)，因此，北京市财政补贴标准严格遵照了四部委“2014年补贴较2013降5%，2015年较2013补贴降10%”的原则，以购买一台纯电动续驶里程为190公里左右的北汽E150电动汽车为例，今年的补贴较去年将减少5000元，明年(2015年)的补贴将较去年减少100,00元。
《细则》同时规定，整车企业享受中央及北京财政补贴总额最高不能超过车辆售价的60%，若补助总额高于车辆售价的60%，将以车辆售价60%为准，扣除中央补助后，计算北京市补助金额。
另据《细则》显示，实施公务车编制管理购买的新能源小客车将不享受北京市财政补贴。
关于整车企业的补助申领
根据《细则》规定，整车企业申领北京市财政补助资金，必须递交如下材料：
1、汽车生产企业的备案材料：
诸如营业执照，组织机构代码，法人代表复印件等；
2、申请补助资金申请材料：
诸如财政补助资金书面申请书，对外销售车辆凭证，国家及北京质监总局出具的复合型验证报告复印件等；、北京市环交所负责受理北京市财政补助申请资料、北京市财政局复审后，将补助资金兑付到整车企业。
