Walker Brothers Drilling – Inc. management recognizes that our organization’s most valuable resource is our personnel and nothing has greater importance than their health and safety.

Additionally, WBDC understands the importance of maintaining a standard of excellence in caring for the environment.

It is WBDC’s intent to comply with all applicable occupational health, safety, and environmental laws and regulations. Furthermore, it is company policy to conduct business in a manner that not only protects the health and safety of our personnel, but also others that may be involved in our operations, such as customers, contractors and the general public within the communities in which we operate.

Obviously, as WBDC’s most valuable resource, WBDC personnel are expected to have this same level of personal commitment to Health, Safety, and Environmental excellence as the organization does. The WBDC’s effort towards preventing all injuries, occupational illnesses and environmental con-tamination requires each employee’s personal commitment and direct involvement.

It is WBDC management’s commitment to ensure that all personnel involved in our operations understand their role in the company’s efforts to provide a safe and environmentally friendly

workplace. As part of WBDC’s HSE commitment, WBDC management will provide their personnel with the appropriate health, safety, and environmental training to ensure that personnel recognize hazards and are equipped to address those hazards with the appropriate safe operating procedures and equipment.

As the senior management of WBDC, it is our goal to provide the resources and support necessary to make Health, Safety and the protection of the environment an integral part of our business operating philosophy.

Atmospheric Testing Instrument Program

Introduction

Gas detection instruments are a vital part of ensuring that WBDC field operations personnel are not exposed to hazardous atmospheres. These devices must be used to determine when a hazardous situation develops so the appropriate corrective actions can be taken.

Scope

This information pertains to use of Atmospheric Testing Instruments in the appropriate WBDC operations.

General Information

WBDC operations have several exposures that warrant the use of these devices, such as; confined space entries, hotwork within tanks, oxygen deficiency, the potential for exposure to explosive and poisonous gases during operations.

WBDC’s atmospheric testing instruments monitor a combination of gases; oxygen, hydrogen sulfide, carbon monoxide, and LEL (combustible gas). These devices are equipped with a digital readout, audible alarm and a vibration mode; all designed to alert personnel of a problem and these instruments are designed to read all gases continuously while on.

Each manufacturer furnishes a set of operational instructions for the particular instrument. In all cases, operating procedures as determined by the manufacturer must be followed by the user.

Calibration Requirements

Atmospheric testing instruments require inspection, maintenance, and calibration. Calibration schedules for atmospheric testing instruments must be followed and manufacturers’ recommendations for equipment calibration shall be the minimum requirements specified. Calibrations gases will be available at each service center. WBDC’s atmospheric testing devices will be calibrated a minimum of once each month or as recommended by the device manufacturer.

Note: If the instrument does not calibrate correctly, it must be immediately tagged out, taken out of service and sent in for repair.

If there is the potential for work schedules to cause to unit to not be available for calibration on its normal schedule, the calibration date must be moved forward. These calibrations must be documented on the appropriate form and the documentation must be maintained for 3 years.

Bump Testing

A “bump test” is a brief exposure of the unit to the gases that will ensure the instrument is functioning properly. This function test is not intended to be a measure of the accuracy of the instrument, simply the function of the alarms. The gases in the “bump test” cylinder are higher or lower than the settings on the unit. This difference in settings will cause all the sensors to activate during the “bump test”.

This function test must be performed each day before the unit is placed into service.

Note: If an instrument fails to operate properly following a functional “bump” test, a full instrument calibration should be performed prior to the units use.
