In recent years, increasing attention is being given to the relationship between China and India, the two competing Asian giants which have lots of similarities. They are the countries with the biggest population, the number combined making up 40% of the world population; they are two of the most ancient countries with thousands of years' history and significant influence to the world civilization; their rapid growth is crucial to the Asia and the world economy.

However, due to a number of reasons, China and India have to handle their tough relations. Firstly, both of them are driving at full speed in developing economy. India feels frustrated with a growing China, which used to be as poor as India but now going over it. Not only to be an economic power, India dreams also to be a big potato in terms of science, technology, military and diplomacy, seeking more political interests.

Secondly, China and India both have vast land and huge population. Yet their economic pattern is labor intensive (劳动密集型),which deadly relies on natural resources. Unfortunately, the lack of resources drives them turning to the outside world. It's a point more severe for China. As a result, the heavily resource-based economy will certainly lead to conflicts between them in seeking natural resources.

For political consideration, countries oppose their enemy by joining the enemy’s enemy to ease the tension. China has a good relationship with Pakistan; India seeks stronger ties with Russia and the US, and as far as with Japan. In October 1962, India launched attacks along the border to China. Chinese fought back and the border areas have remained in rest in the following years. Apart from that, India, though recognizing Tibet as part of China, expects to face an independent Tibet, instead of the Chinese government. All these taste sour to China.

Thanks to the economic globalization there is a fast growth in trade. Since India has a weaker industry than China, the two countries started cooperation. China exports the

finished products to India, while imports raw materials. India hopes to build jointly with China a pipe line crossing China’s Xinjiang and Tibet, in order to bring oil and gas from Russia and the central Asian countries into India. At present, the two countries have had joint projects in Iran, South America and Syria. In their cooperation, however, China always holds the major shares. In the overseas projects, China often offers higher bid over India. India elephant looks bitter to see that Chinese dragon is becoming an outstanding power in Asia.

In recent years, the accepted approach in international politics is to put the dispute (争端)and difference aside and seek win-win through dialogue and cooperation. Sino-US relations,Sino-Japan relations, are all following this course. The traditional belief of “Principle First” has been replaced by “Development First” or “National Interests First” or “The best way to conquer your enemy is to unite first with him,\\ There is no exception in Sino-India case. Both sides agreed to put the hard issues aside and make room for economic development. They believed that an all-round cooperation would create a better political atmosphere and help solve the border dispute. However, it is obvious that China and India will not seek friendship at the expense of their national interests.

The night was dark. The two men ran toward the dark house quietly. They ran up the steps, and knelt down, breathing heavily, in the dark shadows. Out of the blackness—a whisper: “We can't stay out here... Take this suitcase...Let me try those keys. We’ve got to get in!”

With one of the keys, the first man opened the door. Silently, the two men entered the house, closed the door behind them, and locked it. They discussed the situation. The man who held the flashlight spoke first. “Well, Bums,” he said, “we’re lucky. Looks as if the family’s away.”

“Yeah, gone for the summer.”

Yes, Hogan and Bums were lucky. Only once in the past ten days had their luck failed them. It had been with them when they made their big robbery on the Coast. It had been with them during their thousand-mile trip eastward, by car. It had been with them every moment — but one.

That moment had come just one hour before. It came when Burns, driving the car, ran over a policeman. And Bums, thinking of the suitcase at Hogan's feet, had driven away swiftly. There had been a wild, crazy chase (追逐)? And when a bullet had shot through the gas tank, they had had to abandon the car. But luck or no luck, here they were, without a car, in a completely strange town. But safe and sound—with the suitcase.

The suitcase lay in the center of the table. In it, lay 300,000 dollars.

Hogan said, “We have to get a car. We can’t steal one: It’s too dangerous. We have to buy one. That means we have to wait until the lots open. That will be about eight o’clock in this town.”

“But what about the suitcase?” said Bums.

“Hide it right here.” So they carried the suitcase down to the basement and buried it in a comer. Just before dawn, they slipped out. As they were walking down the street, Hogan said that a Samuel Rogers lived in the house they had just left, according to the name on some of the library books.

The used car lots opened at eight. Shortly before nine, Hogan and Bums had a very nice little car, quiet, unnoticeable, speedy. They arranged for temporary plates and drove off. Blocks from the house, they stopped. Hogan got out and walked toward the house. He thought he'd just go around to the back, and slip in.

Fifty yards from the house, he stopped. The front door was open. The family had returned! What bad luck! What could they do? Break into the cellar (basement) that night, and pick up the suitcase? No—too dangerous. Hogan would have to think of something.

''Leave it to me, kid.'' He told Bums. \Let's find a telephone. Quick!” Ten minutes later. Hogan was consulting a telephone directory. Yes, there it was —Samuel Rogers, 555-6329. A moment later he was talking to the surprised Mr. Rogers.

“Hello,” he began,“is this Mr. Samuel Rogers?” “Yes, this is Mr. Rogers.”

“Mr. Rogers,” Hogan said, ’\(警官)Simpson, of the detective division.\see you.”

“ Am I in trouble of some kind?\important to talk to you about.” “Very well, I’ll wait for you.”

On the way back to the house, Hogan explained his idea to Bums.

Within ten minutes,“Sergeant Simpson” and “Detective Johnson” were talking with the badly frightened Mr. Rogers. A small man with pale blue eyes and a funny little face.

Hogan told a false story. Mr. Rogers was surprised, but he was delighted to be able

to help the police. He accompanied Hogan to the basement. Together they dug up the suitcase, took it to the living room, opened it and saw it really did hold bills, bills, bills!
