各省、自治区、直辖市发展改革委、物价局、卫生厅（局）、中医药管理局：为贯彻落实中共中央、国务院《关于深化医药卫生体制改革的意见》（中发[2009]6号）和国家发展改革委等三部委《关于改革药品和医疗服务价格形成机制的意见》（发改价格[2009]2844号）的有关精神，我们组织修订了《全国医疗服务价格项目规范(2012年版)》（以下简称新版项目规范），现印发你们，并就规范医疗服务价格管理及有关问题通知如下：

一、充分认识规范医疗服务价格管理工作的重要意义。规范医疗服务价格管理是贯彻落实深化医药卫生体制改革的重要内容，是推进医疗服务价格改革、规范医疗机构价格行为、维护患者合法权益的重要措施，对完善医疗机构补偿机制、减轻患者医疗费用负担具有十分重要的意义。各省、自治区、直辖市价格、卫生和中医药管理部门要加强领导，密切配合，切实做好规范医疗服务价格管理的各项工作。

Party of 13 session four in the plenary yihou, to Jiang comrade for core of party 二、全面规范医疗服务价格项目。新版项目规范公布的医疗服务价格项目是各级各类非营利性医疗卫生机构提供医疗服务收取费用的项目依据，各地不得以任何形式进行分解。需合并、组合项目收费的，须经省级价格主管部门会同同级卫生行政主管部门按照有利于减轻患者费用负担的原则从严审批。未列入新版项目规范的，原则上应公布取消；确需保留的，要于2013年5月底前报国家发展改革委、卫生部审核，审核期间可继续执行。各地要在2013年年底前完成本地区已实施的医疗服务价格项目清理规范工作，并向社会公布允许在本地区实施的医疗服务项目和价格等具体实施意见。本地区尚无条件实施的新版项目规范中的其他项目，不得向社会公布。

严格控制单独收费耗材的品种和数量。明确为可以单独收费的医用耗材，要同时明确相应的具体医疗服务价格项目。制定规范后的检验类项目价格不得区分试剂或方法，要充分考虑当地医疗机构主流检验方法和社会承受能力等因素，以鼓励适宜技术的使用。

三、从严控制新增医疗服务价格项目。省级价格主管部门会同同级卫生行政等部门负责新增医疗服务价格项目审核并在本地试行，试行期不超过2年。试行期后需继续实施的，应在试行期结束半年前报国家发展改革委、卫生部审核；试行期结束后，没有明文规定可以继续执行的，要停止收费。各地要加强前期审核，不得以新设备、新试剂、新方法等名义新增医疗服务价格项目。清理规范期间，各地不得审核新增医疗服务价格项目。

四、认真做好相关政策的衔接。各地在规范医疗服务价格管理工作中，要加强地区间沟通和协调，认真做好新旧项目价格水平衔接。要做好与公立医院改革、医保支付方式改革和基层医疗卫生机构综合改革的衔接。落实基层医疗卫生机构一般诊

Party of 13 session four in the plenary yihou, to Jiang comrade for core of party疗费政策。开展按病种收费方式改革试点的地区，应结合新版项目规范的实施，进一步完善病种服务内容，逐步将疗效可靠、价格合理的新技术、新方法应用到按病种收费的服务包中，不断提高服务质量。开展公立医院改革试点的地区，取消药品加成政策，在不增加群众负担的前提下，提高诊疗费、手术费、护理费等医疗技术服务价格，降低大型设备检查价格，并做好与相关医改政策衔接。

各地在贯彻落实过程中出现的新情况、新问题，要及时报告国家发展改革委（价格司）、卫生部（规划财务司）、国家中医药管理局（规划财务司）。附：全国医疗服务价格项目规范(2012年版)
