流程管理视角下城市公共安全发展战略研究

【摘要】现代城市社会是充满了各种不确定、不稳定、不安全因素的高风险社会，各种公共安全风险无处不在，系统脆弱性正日益突出，各类突发事件已经成为社会常态，城市公共安全治理工作备受考验。流程管理理论作为企业管理理念的一次“划时代飞跃”，为城市公共安全治理工作提供了全新的理论框架和战略思路。树立流程管理的战略理念，改革传统的职能型公共安全治理模式，建立基于突发事件发生、发展、演变规律的流程型公共安全治理模式是形势所迫，更是大势所趋。%modern urban society is full of uncertainty, instability, insecurity of risky society, public security risk is everywhere, system vulnerability is increasingly outstanding, all kinds of emergencies has become a social norm, urban public safety management work by the test. Process management theory as the enterprise management concept of a \work provides a new theoretical framework and strategic thinking. Set the strategic idea of process management, reform the traditional functional public security management model, based on incidents happen, development type and evolution process of public safety management model was forced by the situation, but also the trend of The Times.
