摘 要
城市规划工作落脚点重点还是规划工作,而做好规划工作就需要有科学完善的高效的组织机构。要真正的做好城市小区的规划设计,就必须从整体出发,根据小区建设的需要,把涉及小区建设的各方面整合起来,进行统一规划的处理,同时还要根据不同的需要选择正确的设计方案。我国正处在城市化高度发展的时机,但城市规划还存在很多问题,有必要对当前城市规划管理中存在的问题以及原因进行分析,寻求解决对策。
本文主要以渤海天易园小区现阶段存在的水资源浪费、停车位紧张、生态环境缺失,世界上,我国是水资源匮乏得国家之一,而严重浪费水资源却经常出现,而本小区因为水景观处理不当出现水资源浪费问题。车位紧张是每个小区普遍存在得问题,因为车位紧张而产生纠纷屡见不鲜,车位规划也是本小区主要问题。生态环境是影响生物生存与发展一切外界条件的总和,由多种原因综合生成,其中因素有光、温度、土壤等,在自然界,生在本小区中因为规划不合理导致植被缺乏从而影响居民生活,就上述问题提出相应的解决对策供大家参考。

ABSTRACT
The focus of urban planning work is still planning, and planning work needs a scientific and perfect efficient organization. To really do a good job in the planning and design of urban residential areas, we must start from the whole, according to the needs of the construction of residential areas, the various aspects involved in the construction of integrated, unified planning, but also according to different needs to choose the right design scheme. China is in the high development of urbanization, but there are still many problems in urban planning, it is necessary to the current urban planning and management problems and reasons for analysis, to find solutions.
This paper mainly focuses on the water resource waste, parking space shortage and ecological environment deficiency existing in tianyi park community of bohai sea at the present stage. In the world, China is one of the countries that are short of water resources, but serious waste of water resources often occurs, and this community has the problem of water resource waste due to improper treatment of water landscape. Parking space tension is a common problem in every community, because of the parking space tension and disputes often occur, parking space planning is also the main problem in this community. Ecological environment is the sum of biological survival and development of all external conditions, comprehensive generated by a variety of reasons, including factors such as light, temperature, soil, in nature, living in this community because lack of vegetation which affect residents' life planning is not rational,

1绪 论
1.1研究背景
住宅是一定程度社会文化,并且由于社会环境的变化,住宅的居住功能与条件也在变迁,代表着小区的定义是通过城市道路或者自然支线划分的,并且不会被主干道所穿过的完整居住地段。通常情况下住宅小区都会设置管理机构与服务设施两大方面。要真正的做好城市小区的规划设计,就必须从整体出发,根据小区建设的需要,把涉及小区建设的各方面整合起来,进行统一规划的处理,同时还要根据不同的需要选择正确的设计方案。我国正处在城市化高度发展的时机,但城市规划管理还存在很多问题,有必要对当前城市规划管理中存在的问题以及原因进行分析,寻求解决对策小区的规划通常也较为集中,公共设施也相对集中。有数据显示在2013年我国的城市化水平就已经到达了52.6%,何况至今,我国的人口数量众多,在未来还会有更多的人群涌向城市,所以对于人居环境即住宅建设环境提高了要求,要在未来的发展中重视住宅环境,促进其全面和谐发展。
1.2研究目的及其意义
随着中国经济水平的不断提高,当代居民对小区环境的要求也随之提高,其中除了对住宅建筑其本身要求不断增强之外,同时要对住宅小区的居住环境要求也在不断增强。当代住宅小区的设计规划已逐步成为居民们选购小区的重点因素之一。科学的住宅小区的设计规划与设计不但可以有效的对小区的土地面积进行合理的利用,增加人们的生活活动空间,还可以运用现代化的园林设计规划模式已达到减少尘埃与净化空气等效果。基于对新常态下城镇化与城市发展方式转型的影响分析,提出新常态下的转型期正是城市规划行业凤凰涅槃的关键阶段,城市规划面临着包括存量空间规划作为新重点、绿色生态规划作为新类型、行动规划作为新领域、城市规划行业如能积极应对变化,当可在中国城镇化后半程继续发挥重要作用。
本文通过对渤海天易园小区规划问题研究,发现现代小区在规划中存在的问题。并通过现状分析,对比分析等分析方法,分析出与生活息息相关的问题。提出能解决这些问题的方式方法,进而实现人居和谐,促进人与环境协调,与社会环境协调。
