摘要 城市商业银行作为金融体系中的特殊群体它在我国银行体系中始终扮演着独特的角色。随
着新经济时代来袭，各金融机构间的竞争愈演愈烈，城市商业银行经营管理水平比较粗放尚未成熟的阶段，因此对其人力资源管理研究显得尤为重要。哈尔滨银作为中国东北地区第一家上市的城市商业银行，自1997年成立以来，哈尔滨银行秉承“普惠金融，和谐共富”的经营理念，坚持“立足龙江，支持中小，服务东北，面向全国”的发展定位，努力打造“国内一流国际知名小额信贷银行”，在小额信贷领域形成了较强的竞争力。通过对现有问题的分析，探索出适合哈尔滨银行人力资源管理的新方式，建立哈尔滨银行独特的竞争激励机制、加大对员工队伍的建设、培育优良的企业文化文化等方面，帮助我国银行进行有效地人力资源规划，最终实现我国城市商业银行经营管理上的飞跃发展。

Abstract City commercial bank as a special group in the financial system in our country, it always
plays a unique role in the banking system. As the new economic era, fiercer competition between financial institutions, city commercial bank management level relatively extensive has yet to mature stage, so the research on its human resources management is particularly important.Harbin bank as one of the first city commercial bank in China's northeast, since it was founded in 1997, Harbin Bank adhering to the \&Whitney financial, the harmony between rich\business philosophy, adhere to the \long kiang support small and medium-sized service in northeast, face the nation\the development of positioning, efforts to create \of micro-finance. Through the analysis of existing problems, to explore a new way for Harbin Bank of human resource management, set up Harbin Bank unique competitive incentive mechanism, strengthen the construction of staff team, cultivating excellent corporate culture culture, etc., to help Banks for effective human resource planning in our country, finally realize the leap development of city commercial bank management in our country.
