基于河南粮食生产核心区经济竞争力研究
摘要
自中国参加WTO之后，世界粮食供求关系发生了一定变化，从而粮食平安问题也成了人们备受关注的话题。粮食市场国际化趋势不断开展，中国粮食已经并将越来越深入地融入世界市场竞争之中，中国粮食要想在世界竞争中占有一席之地，首先要加强各个粮食生产核心区经济竞争力。河南是人口大省、粮食生产大省，抓好粮食生产事关经济社会开展、事关国家粮食平安。素有“中原粮仓〞美誉之称的河南，因其富饶的土地资源和适宜的气候，成为我国传统粮食的生产大省，占据全国粮食总产量的十分之一，为本省以及全国其他局部地区都提供了较为充足的粮食资源，其粮食加工制品也销售到全国各地。
河南是全国重要的粮食主产区，国家对我省粮食生产寄予厚望。胡锦涛总书记在河南视察工作时嘱托：“能不能保障国家粮食平安，河南的同志肩上是有责任的〞。温家宝总理也指出：“河南为保证国家粮食平安做出了重要奉献，要在加强农业根底工作、提高农业生产能力方面再上一个新台阶〞。近些年来河南按照中央部署，始终不渝地抓好粮食生产，连续三年粮食总产超千亿斤，为国家粮食平安作出了应有的奉献。此外，河南省作为全国粮食的主产区省份之一，和山东省、东三省、河北等省相比，其经济竞争力如何？在建设过程中有哪些优势、劣势、时机、威胁？这是我们研究此课题的目的和意义所在。
在此背景下，本文研究河南省粮食生产核心区经济竞争力，主要在区域竞争力的相关理论和国内外相关的研究根底上，选取河南省为研究对象，针对河南省生产核心区的现状，利用SWOT分析法，分析河南省生产核心区在经济竞争中的优势、劣势、时机、威胁，并且提出了基于层次分析法的区域粮食生产核心区经济竞争力模型。最后根据河南省提升竞争力的难题，提出了提升河南粮食生产核心区经济竞争力的对策与建议。

Especially after China became a member of World Trade Organization, commissariat market internationalization tendency development, Chinese food has been and will be more and more integrated into the world market competition, Chinese commissariat to occupy a space for one person in the world competition, must strengthen the food production core area economic competitiveness. Henan is population big province, grain production big province, catch good grain production is related to economic and social development, national food security. Known as the\Central Plains breadbasket\said the reputation of Henan, because of its fertile land and suitable climate, become our country traditional grain production big province, occupy countrywide grain total output1/10, for the province and other parts of the country area provides sufficient food resources, the processing of food products are also sold to the throughout the country.
Henan is an important national commissariat advocate produce a division, country of production of my province grain in great expectations. Hu Jintao 's secretary-general inspects the job in Henan when asked:\responsibility of the\Premier Wen Jiabao also pointed out:\Henan to ensure national food security to make important contribution, to strengthen agricultural base work, enhance agricultural production capacity and the last step\In recent years, Henan in accordance with the central deployment, always persist firmly in place to catch good grain production, for three consecutive years grain total output exceeds billion jins, for national food safety made due contribution.
