影响流动人口参加社会养老保险因素分析
——以中山市为例
【摘要】广东省中山市是珠三角重点发展的城市之一，地理位置优越，毗邻港澳，经济发展为本市带来了巨大的人口流动，而大多数的外来人口都是城市的中下水平消费群体，生活水平不高，因此这成为社会养老保险难以广泛覆盖的重要原因。其次，本市的基础建设以及社会公共事业发展水平稍低于其他周边几个经济发展强市，因此社会福利的分摊程度也有待提高。最后，养老社会保险的一些国家以及地方政策上的分歧，大体上依据国家的强制性政策，但地方性的做法也难以统一，社会保险的社会统筹度不是高度发达的，有很多的低水平、低收入地区甚至还没有完善的社会保险体系以及一些人群缺乏社会保险知识的普及，对于社保的概念还很不清晰。因此，本文以中山市流动人口基本老保险为例进行对参加社会养老保险影响因素的研究，系统性地从中山市流动人员经济发展状况、文化差异、发展意愿等方面进行课题的剖析。对于目前的中山市来说，流动人口的养老保险的影响因素研究意义会对中山市未来发展提供指导性意见，养老保险的普及会给社会带来更多的福利，将来为本市解决民生问题具有借鉴意义，为中山市的经济可持续发展奠定殷实良好的基础。
本文首先分析了我国社会养老保险制度体系的现状，紧接着分析了我国机动地方性个体社会养老保险的现状以及流动人口参加社会养老保险体系的现状，进而分析了目前中山市新业态发展下流动人口参加社会养老保险存在的六大问题，主要可分为中山市地区的个体差异性、地方社保机构缺乏执行力度、部分企业单位缺乏支持、个人缺乏社会保障意识、缺乏实质性落地措施、对地方社保机构监管不力等问题。再根据现存问题分析了影响流动人口参加社会养老保险的原因，通过分析对比国内外社会养老保障体系的利弊，讨论了在现有基础上，如何建立一个切合我过国国情的同时为流动人口带来更加完善的社会养老福利体系，为我国社会保障建设提供可持续发展建议。

Analysis on the factors influencing the floating population to
participate in social endowment insurance ——Take Zhongshan as an example
[Abstract] Zhongshan City in Guangdong Province is one of the key cities in the Pearl River Delta. It has a superior geographical location and is adjacent to Hong Kong and Macao. Economic development has brought huge population flow to the city. Most of the migrant population are the lower and middle level consumer groups in the city, and their living standards are not high, which is an important reason why social endowment insurance cannot be widely covered. Secondly, the development level of infrastructure and social public utilities in this city is slightly lower than that of other surrounding cities with strong economic development, so the sharing level of social welfare needs to be improved. Finally, the differences in some countries and local policies of endowment social insurance are generally based on national mandatory policies, but local practices are also difficult to unify. The social integration degree of social insurance is not highly developed. There are many low-level, low-income areas and even no perfect social insurance system, and some people lack the popularization of social insurance knowledge The concept of social security is still unclear. Therefore, this paper takes the basic old insurance of floating population in Zhongshan City as an example to study the influencing factors of participating in social endowment insurance, and systematically analyzes the economic development status, cultural differences and development willingness of floating population in Zhongshan City. For the current Zhongshan City, the research significance of the influencing factors of the endowment insurance of the floating population will provide guidance for the future development of Zhongshan City. The popularization of the endowment insurance will bring more benefits to the society. In the future, it will have reference significance for solving the livelihood problems of the city and lay a solid and good foundation for the sustainable economic development of Zhongshan City.

This paper first analyzes the current situation of China's social endowment insurance system, then analyzes the current situation of China's mobile local individual social endowment insurance system and the current situation of the floating population's participation in social endowment insurance system, and then analyzes the six major problems of the current floating population's participation in social endowment insurance, which can be divided into individual differences of social pension, local social security institutions Lack of implementation, lack of support from some enterprises, lack of awareness of social security for individuals, lack of substantive measures for implementation, and inadequate supervision of local social security institutions. Then according to the existing problems, the paper analyzes the reasons that affect the floating population to participate in social endowment insurance, compares the advantages and disadvantages of social endowment insurance system at home and abroad, and discusses how to establish a more perfect social endowment insurance system for the floating population, which is suitable for China's national conditions, and provides sustainable development suggestions for China's social security construction.
