一、总则

（一）为了加强公司内部管理，规范公司财务报销行为,倡导一切以业务为重的指导思想，合理控制费用支出，特制定本制度。

（二）本制度根据相关的财经制度及公司的实际情况，将财务报销分为日常办公费用、相关费用支出及专项支出等,以下分别说明报销相关的借款流程及各项支出具体的财务报销制度和报销流程。

（三）本制度适用公司全体员工。

二、借支管理规定及借支流程

（一）借款管理规定

1、公司规定，部门主管领导及副总所有拥有的审批借款金额权限为：

① 部门领导≤100元，借款不超过100元的直接由部门主管领导签字确认，交财务确认后方可借款；

② 公司副总>100元≥500元，借款超过100元且不超过500元的在经部门领导审批签字后再由公司副总签字确认，最后交财务确认后方可借款。

③ 借款超过500元的在经过部门领导、公司副总签字确认后，还需公司总经理审批，审批通过后才能交财务确认领款。

2、凡及需申请借款付款金额超过1000元的应提前一天通知财务部备款

3、借款销账规定：借款销帐时应以借款申请单为依据，据实报销，超出申请单范围使用的，须经主管领导批准，否则财务人员有权拒绝销帐；

4、借款未销账的原则上不得再次借款，逾期未销账者转为个人借款从工资中扣除。（二）借款流程

1、借款人按规定填写《借款单》，注明借款事由、借款金额（大小写须完全一致，不得涂改），是否领现金或将借款打到指定银行卡里（注：打到卡里的申请人必须提供本人银行卡复印件，并签上名字）。

2、审批流程：借款人填写申请单→部门主管签字→ 领导审核签字 → 公司副总

三、日常费用报销制度及流程

费用范围：

（一）日常费用主要包括差旅费、电话费、交通费、办公费、办公用品、业务招待费、资料费等。在一个预算期间内，各项费用的累计支出原则上不得超出预算。

（二）其他专项支出包括其他所有专门立项的费用（含固定资产、广告及宣传活动费、公司员工活动费用、办公室装修及其他专项费用）支出。

1、按审批程序审批：经办人按规定填写报销单→主管部门经理审核签字→ 财务复核 →总经理审批→到出纳处领取报销款。

（三）费用报销的一般规定

2、严格按单据要求认真填写报销人、日期、金额（金额大小写须完全一致，不得涂改！），注明附件张数，简述费用事由（根据费用项目的不同分类汇总填写在一张报销单。例如：一次性报销的费用同时有交通费和办公费，需将交通费费用明细和办公费费用明细分别列入附件，然后分别汇总填写在报销单上）。

3、报销单据后面要附所有实际发生费用的单据、金额要和报销单上的金额相符（如确实没有单据的要写明事由）。每张发票后面都必须有经办人的签字，来确保发票及发生费用的真实性。

4、报销单据上，费用超出500元的金额，每一张报销单上都要有黄总确认及签名字样，财务方可认可（金额不超过100元的黄副总可确认签名此费用）。

（四）报销时间的具体规定

为了协调公司对内、对外的业务工作安排，方便员工费用报销，财务部将报销时间具体安排如下 1、费用报销日为每周六上午，时间：8：30-12：00。报销单由报销人填写每周五交到本部门主管领导汇总，再由部门主管领导审核签字后交到财务部确认，于周六上午发放报销款。当月发生费用的将在最后一个周六报销日完成当月的报销费用。

2、借支及其他业务的不受以上的时间限制，可随时办理。

四、工资支付的流程

(一) 工资支付流程：

1、每月15日之前由人事部将本月考勤编制成表（含人员变动、额度变动、扣款、社会保险及住房公积金等信息）转交财务部；

2、财务部根据考勤表及业务提供的业绩表编制工资表，财务复核交由总经理审批； 3、每月20日由财务部通过现金、网上银行转账、工行代发工资方式支付工资； 4、每月末之前员工可到财务部核查是否发放工资。

5、对于结束劳动合同的人员工资结算是以人事办理离职结果为依据。

五、外出收款的管理

1、外出收款人给到客户收款单必须要到财务处领公司自制的收款收据；

2、外出收款的人员，必须具备有辨别真假币的能力，如果自己不好把握的，可以跟客户沟通将纸币上的号记录下来，让对方确认签字。回公司交给出纳，必须当面清点，确认无误后方可离开。

3、在工作过程中，公司员工不得帮客户代垫任何款项，如果确实是存在很紧急特殊情况可向上级主管或财务部请示。
