摘要:项目后评价是对已经完成的项目的投资目的、实施过程、效益、作用和影响进
行系统、客观地分析；通过对投资项目决策与实施过程中各方面工作的总结和评价，
评定项目预期目标是否达到，规划是否合理有效，主要效益指标是否实现；通过项目
成败得失的原因分析，总结经验教训，为提高未来项目的决策和管理水平提供参考，
从而提高投资效益。林业生态工程的实施关系整个国民经济和社会的可持续发展，因
此，开展林业生态工程投资项目后评价对提高投资决策水平具有重要的意义。 本文对国内外项目后评价的产生、发展进行了回顾和总结，系统地阐述了项目后 评价的理论基础、方法和指标体系。论文在明确林业生态工程投资建设的目的和作用
的基础上，研究林业生态工程投资项目后评价的必要性；依据林业生态工程投资项目
后评价的特点，探讨林业生态工程投资项目后评价的内容；以德惠市为例，对三北防
护林工程后评价进行实证分析；针对防护林工程建设存在的问题，提出持续开展防护
林工程的对策建议。
在理论方法上，本文所涉及的深度尚有不足，很多方面还不全面。在评价指标上，
有必要进一步深入研究，建立一套合理、全面、通用的指标体系，并对其数据收集、
指标算法尽量进行标准化，这样林业工程后评价才能真正是想起反馈的作用。 关键词：德惠市，林业生态工程，防护林，后评价，可持续发展
Abstract: The Project Post-Evaluation is to analysis the invest purpose of project that is to
has accomplished after the project and as well as execution course, beneficial, result and
infuence of project in system and objective manner; Through summary and evaluation of
various aspect of works in the investment project decision-making and the
implementation process, to assess whether the project anticipated
target achieved, whether
the plans reasonable&effective, whether the main economic index realized; Through the
analysis of project success or failure, summarizes the experience&lesson learnt, provide
the reference for the future decision-making and the management level of the project, thus
improve the profit of investment. The implementation of the forestry ecological project
relation of the sustainable development of the whole national economic and society, so
carrying out the post-evaluation of forestry ecological project is of great significance to
enhance the investment decision-making level.
This paper is a reviewing&summarizing of the initial producing and developing of
project post-evaluation, elaborated the principle&theory, the methodology, and the target
system. In the basis of clearly the purpose and role of forestry ecological project
investment project, the paper studies the necessary of the post-evaluation of forestry
ecological project investment; according to the features of forestry ecological projects
investment post-evaluation , inquire into the content of forestry ecological project
investment; Dehui City as an example to analysis the Protective project post-evaluation ;
put forward the suggest of ongoing projecting Protective project which against the
problems in the exploring of the farmland Protective project.
In the aspect of the theory，this thesis is a little poorly in some way, it' s necessary to
study further in evaluation-index to build a logical,comprehensive and general index
system，and put the data-election and index-arithmetic into a standard way. In this way，the
