PURPOSE:To obtain a flat optical phase modulating characteristics by forming electrodes on the inside and outside of a cylindrical piezoelectric vibrator having no symmetrical axis or symmetrical plane and winding up an optical fiber around the vibrator. CONSTITUTION:The cylindrical piezoelectric vibrator 11 whose outline is a cylinder has a cylindrical cavity 12 having a center axis different from the center axis of the outline cylinder and the optical fiber 13 is wound around the outer periphery of the cylinder.
