第1章 产业发展状况
1.1、所在地经济社会发展情况
********现代农业观光产业园坐落于********永裕村和裕民村。隶属********管辖,位于市境南部,东与市区毗连。乡政府驻地距市区1公里。蔬园乡,因其所属村屯主要种植蔬菜,俗称菜园子,故于1956年建乡时命名为蔬园乡。全乡总面积142平方公里,有耕地2.6万亩,是全市蔬菜主要产区。 1.1.1、地形、地貌、土壤条件
********位于黑龙江省东北部,北临黑龙江,坐落在小兴安岭与三江平原的缓冲地带,地处东经129°40 ′~132°31′,北纬47°40′~48°9′之间,********东部、南部隔松花江与富锦市、佳木斯市相望,西部缘小兴安岭与伊春市接壤,北部界黑龙江与俄罗斯的犹太自治州毗邻。版图面积14.648Km2。其中市区4550Km2,有235Km的中俄边境线。蔬园乡地势相对平缓,坡度在25°以内。土壤多为暗棕壤、黑土、草甸土、白浆土及少量水稻土,土壤肥力为400-500,土壤水分蒸发强烈,土壤、灌溉水、大气等符合国家无公害农产品产地环境标准。
1.1.2、气候条件
鹤岗南邻佳木斯,西接伊春,与俄罗斯隔江相望,地势由西北至东南逐渐平缓,属于小兴安岭到三江平原的过渡地带。鹤岗气候受温带大陆性季风影响,冬季干燥寒冷、夏季温暖多雨,年平均气温2.8°,
平均降水量约为640mm.年平均温差4.5°,南北温差2~3°。无霜期152天,全年日照时间2518.7小时。年平均风速2~5m/s.
1.1.3、交通条件
公路:鹤岗交通比较便捷。鹤伊、鹤佳、鹤萝三条出口公路全部是高等级路面,到哈尔滨只需4个小时,到萝北口岸只需1个小时,到佳木斯机场不足1个小时。
铁路:从铁路进入鹤岗需途经佳木斯或哈尔滨,开通了鹤岗至北京、天津的直达列车,鹤岗铁路运输体系将进一步完善。
航空:国内外游客可以选择乘飞机抵达哈尔滨或佳木斯机场,其中哈尔滨太平国际机场是全国八大民航机场之一,已成为我国东北第二大国际航空港。哈尔滨国际机场有定期航班飞往北京、天津、上海、青岛、温州、厦门、广州、深圳、沈阳、大连、西安等三十多个大、中城市。佳木斯---上海---广州等航线保持常年运营,鹤岗距佳木斯机场仅60多公里。
1.1.4、软硬件配套设施
位于本村的万隆供热有限公司可以为蔬菜冬季生产提供热源:配套基地生产用电,将10千伏高压电引到蔬菜生产基地,基地生产用电、冷链设施和冷冻设备用电执行农村用电电价:产业园水源有保证,伏旱季节40天无雨能保证灌溉,其它季节70天无雨能保证灌溉:雨季能排渍,防洪有保障,排水有出路,日降雨量150毫米不受淹,特大洪水有对策:********冰雪果蔬种植农民专业合作社与********南翔流物流有限公司、黑龙江六公里电子商务有限公司达成战略合作
协议,共同成立黑龙江省最大的以蔬菜生产、仓储、加工、销售、电子商务、物流、线上、线下为一体的大型企业集团。
1.1.5、劳动力保证
在项目建设区蔬园乡永裕村有农户900余户3370人,劳动力充足,项目建设既能解决部分剩余劳动力的就业问题,又保证了蔬菜产业园的顺利建设。
1.1.6、种植管理经验和积极性
蔬园乡种植历史悠久,产品颇受市场欢迎。近几年来,随着农业科普知识的传播及农民亲眼看到大棚蔬菜的高产,因此,当地农民对发展温室大棚蔬菜的愿望和要求十分迫切,积极性高,易调动其开发投资的主体作用。村里具备一定的技术力量和管理队伍。有着健全的农业科技服务体系和一批具有多年基层工作经验的农业科技人员,并积累了农田的项目实施、项目管理等方面的经验,为完成本项目的各项建设任务,提高投资效益创造了必要条件。
1.2、园区辐射规模
辐射带动农户建设500栋大棚,主要生产果蔬等产品。 形成周边万亩菜田基地,主要生产白菜、萝卜、土豆、大葱等产品。
园区内龙头企业********晟泽蔬菜种植农民专业合作社以“科技农业、品牌农业、生态农业”为发展理念,利用自身技术和管理、品牌、市场优势及其生产基地的土地、自然、环境等优势发展绿色有机蔬菜生产、加工、包装、仓储、配送及生态旅游业。蔬园乡的蔬菜产
