Holidays are really important.Many of us will have childhood memories of summer holidays where we were taken away from home to experience new environments and learn in different ways.

But holidays are expensive and,for those on low wages or living on benefits, they are often unobtainable. Even the cheapest holidays require travel and other additional costs that are difficult for many families to meet.

For working parents,the long summer break can be a very difficult problem for childcare. When an annual leave allowance amounts to only five weeks,there is a need to spread this across the year.Couples can find themselves taking leave in turn in order to care for children who are on holiday. For some,this makes even an affordable family holiday difficult.

The schools that I visit in Nottingham are full of experienced staff committed to giving our children a caring and inspiring learning environment.The number of children receiving free school meals is quite large in Nottingham and many schools have breakfast clubs to make sure that children get a healthy start to the day. Most schools undertake programs of group or individual educational support. Schools also have an important role in safeguarding children's welfare through the ongoing touch and support with their pupils. During the long summer holidays,much of this is missed.

While teachers are holidaying in the UK,many of their pupils spend the whole six weeks on the street where they live. The lack of free school meals for six weeks can result in pressure on a family budget and an inability to afford the inspiring experiences that help children to continue their learning.

In setting out its plans for a five-term year,Nottingham City Council(委员会)is seeking to reduce the summer holiday down to four and a half weeks, with a more balanced five terms of roughly eight weeks, each followed by a two-week break.We

believe this will give real “down time” for school staff and pupils alike but will be short enough not to cause a real break in learning.

There was a time when the owners of shops and businesses in Chicago had to pay large sums of money to gangsters in return for 'protection.' If the money was not paid promptly, the gangsters would quickly put a man out of business by destroying his shop. Obtaining 'protection money' is not a modern crime. As long ago as the fourteenth century, an Englishman, Sir John Hawkwood, made the remarkable discovery that people would rather pay large sums of money than have their life work destroyed by gangsters.

Six hundred years ago, Sir Johan Hawkwood arrived in Italy with a band of soldiers and settled near Florence. He soon made a name for himself and came to be known to the Italians as Giovanni Acuto. Whenever the Italian city-states were at war with each other, Hawkwood used to hire his soldiers to princes who were willing to pay the high price he demanded. In times of peace, when business was bad, Hawkwood and his men would march into a city-state and, after burning down a few farms, would offer to go away if protection money was paid to them. Hawkwood made large sums of money in this way. In spite of this, the Italians regarded him as a sort of hero. When he died at the age of eighty, the Florentines gave him a state funeral and had a pictured painted which was dedicated to the memory of 'the most valiant soldier and most notable leader, Signor Giovanni Haukodue.'

One-quarter of the US workforce could be doing their jobs at home if all those able to telecommute chose to do so,according to a study on Wednesday which said many still elect to work at the office.

All those people working from home could translate

into annual gasoline savings of $3.9 billion,according to the National Technology Readiness Survey.

But the study also found that about 14 percent of the workforce has the option to telecommute but chooses not to.As the study’s principal researcher,Professor P.K. Kannan,put it:

That seems to suggest that even if employers were to say tomorrow that everybody had the option of telecommuting and that it would save a lot of gas,that’s not going to happen.

What’s going on?Some of it is obvious:people like to go to the office for social reasons,even if their work tasks don’t require it.And that’s not just to be around other people.Our social needs also include being seen,and making “right” impressions on bosses and colleagues.Our own research at Work Design Collaborative is completely consistent with that interpretation.

So how are we actually going to realize the energy-saving opportunities that we’re missing?It seems to me there are two very basic actions called for.

First,organizations must make distributed work not only available but expected by more employees.Company policies and financial incentives can easily “push” workers into changing their patterns.Note that I am not advocating making everyone a full-time telecommuter.But just getting half of the workforce to work from home or in a nearby facility two days a week would save 20% of the gasoline now being consumed by moving people from homes to offices.

Second,we also need some national public policy initiatives to encourage people to work from home.It’s time to realize just how critical telecommuting and distributed work are to our national security—on several levels.It’s about reducing our dependence on foreign sources of energy.It’s about business continuity in the
