基层医疗机构公共卫生服务管理现状与发展策略探讨

[摘要] 基层医疗机构不仅是我国公共卫生体系的重要组成部分，对普及公共卫生知识及提高农村居民健康水平等方面发挥着重要的作用。农村公共卫生工作的顺利展开既直接关系到我国农村卫生事业的发展，也关系到当出现突发公共卫生事件时，是否可以将其有效控制在农村蔓延，以将突发事件的危害降到最低，故落实好农村公共卫生管理工作对提高居民的健康水平、生活质量具有重要的意义。该文通过分析我国当前基层医疗机构的公共卫生服务管理现状，并对其职能定位及发展策略进行探讨。 [关键词] 基层医疗机构；公共卫生；服务；管理

[Abstract] Primary health care institutions is not only an important part of public health system in China， plays an important role in the popularization of health knowledge and improve the health level of rural residents. Smoothly the rural public health is directly related to the development of rural health service in China， but also related to the public health emergencies， whether it can be effectively controlled in the countryside to spread， will harm the incident to a minimum， so the implementation of rural public health management work has an important significance to to improve the health quality of life of residents. Firstly， through the analysis of the status of public health services management at present in our country the grass-roots medical institutions， and the function orientation and development strategy study.

基层医疗机构作为我国公共卫生体系的基础部分，是普及公共卫生知识的重要服务平台。基层医疗机构不仅是我国公共卫生体系的重要组成部分，也是公共卫生事件发现、报告的重要部门。医疗机构作为各种各种传染病患者集聚的场所，对加强传染病的预防与控制具有积极的意义。公共卫生服务管理水平直接关系到农村公共卫生工作的顺利开展，甚至关系到农村卫生事件的发展[1]。随着社会的不断发展，在新形势下对基础医疗机构的公共卫生服务管理水平提出了更高的要求。《关于县级公立医院综合改革试点的意见》[2]指出，要积极探索以多种方式建立县级医院和基层医疗卫生机构的分工协作机制。但目前我国的基层医疗机构公共卫生服务管理中还存在许多问题，如公共卫生服务功能削弱、人力资源不足、服务积极性较低以及硬件设施不足等，严重影响农村公共卫生工作的开展，难以充分发挥基层医疗机构的职能及保
