一、1999年7月，财政部、国家税务总局发布了《关于中关村科技园区软件开发生产企业有关税收政策的通知》及《关于中关村科技园区软件开发生产企业有关税收政策的通知》。北京市国家税务局在以京国税[1999]147号文件转发这两份文件时明确规定：符合规定条件的软件开发生产企业增值税一般纳税人（以下简称软件纳税人），对其自行开发或自行开发生产的软件产品，可选择按6％的征收率计算缴纳增值税（以下简称简易计税办法）。软件纳税人选择简易计税办法后，在一个公历年度内不得变更，选择简易计税办法计算缴纳增值税的软件产品，其相应的进项税额不得抵扣。需开具增值税专用发票时，应按6％的征收率开具增值税专用发票。
对软件纳税人自行开发或自行开发生产的软件产品，经主管税务机关审核确认，从次月起，按6％的征收率征收增值税。
对选择按简易计税办法缴纳增值税的软件纳税人兼营其他货物或应税劳务，或将软件产品随同计算机网络、计算机硬件、机器设备一并销售的，应按规定分别核算不同税率、征收率产品
的销售额，分别按适用税率或征收率计算缴纳增值税并开具增值税专用发票。
软件产品所发生的进项税额不得抵扣，如不能准确划分，应按以下顺序确定当期不得抵扣的进项税额：
1.按当期实际生产成本计算应扣减的进项税额； 2.按销售额比例法计算应扣减的进项税额。
二、1999年6月，为贯彻落实《国务院关于建设中关村科技园区有关问题的批复》（国函[1999]45号）的精神，北京市国家税务局、地方税务局根据《财政部、国家税务总局关于中关村科技园区软件开发生产企业有关税收政策的通知》（财税字[1999]192号）的规定，就中关村高科技园区内的软件开发生产企业享受有关税收优惠政策制定了具体执行办法。
办法规定，对北京市中关村高科技园区内的一般纳税人销售其自行开发生产的计算机软件产品，由当地主管税务机关会同科技主管部门认定批准后，可按简易办法依照6％的征收率计算缴纳增值税，并可按6％的征收率开具增值税专用发票。计算机软件产品是指记载有计算机程序及其有关文档的存储介质（包括软盘、硬盘和光盘等）；
对经国家版权局注册登记，在销售时一并转让著作权、所有权的计算机软件征收营业税；对未经国家版权局注册登记或未转让著作权、所有权的计算机软件销售业务一律征收增值税；对随同计算机网络、计算机硬件、机器设备等一并销售的软件产品，应当分别核算销售额。如果未分别核算或核算不清，应按照计算
机网络、计算机硬件、机器设备的适用税率征收增值税。
三、为贯彻落实《财政部、国家税务总局关于贯彻落实中共中央国务院关于加强技术创新发展高科技实现产业化的决定有关税收问题的通知》精神，1999年11月，北京市国家税务局作出规定（京国税[1999]183号）：
（一）企业自行开发、自行开发并生产或专门生产，且符合下列条件之一的软件产品，可以申请享受增值税即征即退优惠政策（以下简称即征即退政策）：
1.在国家版权局注册登记，持有国家版权局颁发的《计算机软件著作权登记证书》的软件产品；
2.持有北京市软件企业和软件产品认证小组颁发的《软件产品证书》的软件产品；
3.根据国家有关部委下达的研制开发项目、任务书或计划，研制开发、生产，并具备部级（含部级）以上有关部门鉴定证书的软件产品；
4.购买软件产品版权、使用许可权（指持有国家版权局颁发的《计算机软件权利转移备案证书》或购销双方签定的软件使用许可权转让合同、协议的软件产品）并自行生产的软件产品。
