EPC总承包商项目成本控制

摘要：随着EPC总承包模式在国内不断深入的推进，越来越多的工程采用EPC总承包模式，EPC总承包商的队伍也不断发展壮大，竞争日趋激烈，利润点越来越低，如何做好EPC总承包项目的成本控制成为决定项目成败的关键。国内的EPC总承包商主要分为以设计院为主体公司和以施工企业为主体的公司，在项目成本管理中往往只注重自己业务熟悉的部分，本文从项目设计、采购、施工全方位对项目成本管理进行了一点经验总结。
Abstract： As the EPC general contracting model continues to advance in China， more and more projects adopt the EPC general contracting model， and the EPC general contractor team continues to grow and develop， the competition is becoming fiercer and the profit point is getting lower and lower. Doing a good job of EPC project cost control becomes the key to determine the
success or failure of the project. Domestic EPC general contractors are mainly divided into companies with design institutes as the main body and companies with construction enterprises as the main body. In project cost management， they often only focus on the parts that are familiar with their own business. This article summarizes the experience for the project cost management from the aspects of project design， procurement and construction. 关键词：EPC项目;总承包商;项目成本控制

成本是一个项目管理的核心内容，EPC总承包项目在合同额已确定的情况下，项目成本管理的好坏直接决定着项目的利润情况。在确保项目质量和安全的前提下，切实加强成本控制，最大限度的提高经济效益，是项目经营管理的最终目的。在竞争日趋激烈的市场情况下，必须树立强烈的成本管理意识，设计、采购、施工全过程的、全方位的做好成本控制工作十分重要。

项目的成本控制应遵循“全面控制、动态控制、目标管理、责权利相结合”的原则，在EPC项目工程总承包合同签订后，应立即组织项目管理人员根据投标文件和市场行情及本单位管理
