纳税申报制度的国际比较与借鉴
[摘要]在纳税申报制度的发展过程中,虽然我国进行了多次的修改与完善,但是仍然存在一些问题,如纳税申报制度在法律制度上存在弊端、控制管理方面不健全等。因此,本文通过全面介绍美日纳税申报经验,提出完善我国纳税申报制度的关键在于有针对性地修改纳税申报的法律制度、改进申报方式的多样化选择等。并且本文还对美日的纳税申报诚信激励约束措施和蓝色申报制度进行了深入研究,从而借鉴国际纳税申报的成功经验,不断完善我国的纳税申报制度。

The International Comparison and The Reference of Tax Declaration
System
Abstract:In the course of tax declaration system, although a number of China's changes and improvement, there are still some issues, such as the disadvantages of legal system of tax declaration, the imperfect control and management. In this paper, through the experience of the tax declaration in the United States and Japan, it proposes some suggestions to improve our country’s tax declaration system, the key to which is the targeted changes to the legal system of tax declaration, and improve the diversity of reporting options and so on. Meanwhile, it also
discusses the incentive-restrictive measures and blue declaration system in order to learn from the successful experience and constantly improve our country's tax system.
