一、指导思想：
坚持安全第一、预防为主和综合治理的方针，认真贯彻执行国家安全生产法律法规、化医集团《关于印发____年安全环保工作要点的通知》(渝化医司[20xx]386号文)以及上级部门有关安全生产规定，强化监管，深化整治，夯实基础，细化责任，严格执行。以法制化、标准化、规范化、系统化的方式推进安全生产，进一步完善职业健康安全管理体系，不断提高企业本质安全水平，建立安全生产长效机制，确保企业长周期安全运行。 二、控制目标：
无因工死亡事故; 无重大泄漏、中毒事故; 无重大火灾或爆炸事故; 无重大特种设备事故;
无负主要责任的重大交通事故或公共安全事故; 无重伤事故;
一般事故造成的直接经济损失≤40元/百万元产值(现价); 千人轻伤率控制在0.5‰(月均)以下。 三、工作要点：
一、通过技术进步促进安全生产，实施装置和过程的安全性配置改造，提高本质安全水平。
1、进一步完善工艺措施安全性以及极限操作的评估机制，从危险操作着手，抓好平稳操作，逐渐树立系统地平衡操作的观念，并系统地进行改进。
2、继续探索化学反应模式的系统改进，积极推进新催化剂的研发和应用，提高化学反应的安全性，优化工艺过程，减少生产过程中的危险因素，不断提高本质安全水平。
