二、教育与培训

2．1对新职工进行岗前消防安全培训，考试合格后方可上岗。增强消防安全意识，提高自防自救能力。

2．2对实习人员进行业务和消防知识的培训，必须先进行安全生产的三级教育(即生产单位或班组、生产岗位)才能准其进入操作岗位。

2．3对改变工种的工人，必须重新进行安全教育才能上岗。

三、设备、劳动场所

3.1 各种设备和仪器不得超负荷和带病运行，并要做到正确使用，经常维护，定期检修。 3.2 电气设备和线路应符合国家有关安全规定。电气设备应有可熔保险和漏电保护，绝缘必须良好，并有可靠的接地或接零保护措施；产生大量蒸气、粉尘的工作场所，应使用密闭型电气设备；有易燃易爆危险的工作场所，应配备防爆型电气设备；潮湿场所和移动式的电气设备，应采用安全电压。电气设备必须符合相应防护等级的安全技术要求。

3.3 有高温、低温、潮湿、静电等危险的劳动场所，必须采取相应的有效防护措施。安全使用电器，定时对电器线路进行维修保养，防止受热、受潮或腐蚀。

3.4杜绝将电器机身的开关关掉，而不将电线插头从插座中拔出，使电器仍处于局部通电状态，长期蓄热引起电器故障而发生起火或爆炸。

五、检查和整改

5.1 坚持定期或不定期的安全生产检查制度。消防设施每年至少进行一次全面检测，制剂室主任组织检查，各生产班组应实行班前班后检查制度。

5.2 特殊工种和设备的操作者应进行每天检查，确保完好有效，检测记录应当完整准确，保存完好备查。

六、库房消防安全管理

6.1药库位置应设在车间一角，不得与生产区人员密集的地方毗邻。

6.2库存物品应分类、分垛储存，垛与垛间距不小于 1 米，主要通道宽度不小于 2 米。易相互发生反应的物品必须分间、分库储存，并醒目标明物品名称和灭火方法。 6.3库房内不得堆放大量纸箱等易燃物品，不得存放酒精等化学物品。 6.4库房内不准设办公室休息室，绝对不许吸烟和使用电炉，库房内电线应穿管，不得使用超过 60W 以上的白炽灯并加装防爆罩，不准设置移动式照明灯具，不准使用火炉取暖。

6.5库区内的消防设施必须处于良好状态，灭火器不得挪用。仓库出口严禁堆放物品。

6.6 在储存乙醇等易燃品时应分库或单独存放，严格控制存放量，不可存放太多，并有排通风设备，开关、照明应设在室外。中药库中存放大量中草药时，应定期翻堆、散热，以防自燃。 6.7配制比例乙醇溶液时，注意不得破碎、外溢，出现意外应立即打开门窗、熄灭明火。

七、火灾应对策略

发生火灾时，如果被大火围困，在拨打了119报警电话后，我们应千方百计设法自救。具体做法如下：

7.1如火势不大，可浸湿棉被、毯子等披在身上从火中冲出去。此时，要当机立断，切不可犹豫不决，以免火势越烧越大，错过逃生时机。

7.1.若被困周围烟雾很大，这可比火更为可怕。因为烟雾中含有大量的有毒有害气体，如果不加防备，就会被有毒有害烟气熏倒，这往往是火灾事故中死亡率最高的原因（约占95%以上）。如果一定要冲出烟雾区，必须用湿毛巾等捂住口鼻，尽可能地匍匐前进，这样才能减少烟气的吸入量，以免中毒倒下。
