前 言
按照坚强智能电网建设的总体要求,保证智能电网建设规范有序推进,实现电力用户用电信息采集系统建设“全覆盖、全采集、全预付费”的总体目标,规范统一用电信息采集系统及主站、采集终端、通信单元的功能配置、型式结构、性能指标、通信协议、安全认证、检验方法、建设及运行管理等。在国家电网公司“电力用户用电信息采集系统建设研究”项目研究成果基础上,国家电网公司营销部组织对国内外采集系统建设应用现状进行调研和分析,并充分结合通信技术、微处理器技术、制造工艺等技术的发展,全面梳理国内外用电信息采集系统相关技术标准,制定了《电力用户用电信息采集系统》系列标准。
本标准是《电力用户用电信息采集系统》系列标准之一,本标准规定了电力用户用电信息采集系统的基本功能和性能指标,主要包括数据采集、数据管理、控制、综合应用、运行维护管理、系统接口、技术指标等。
本标准由国家电网公司营销部提出并负责解释; 本标准由国家电网公司科技部归口;

1 范围
本标准规定了用电信息采集系统的基本功能和性能指标。
本标准适用于国家电网公司电力用户用电信息采集系统及相关设备的制造、检验、使用和验收。 2 规范性引用文件

电力用户用电信息采集系统 power user eleco energy data acquire system
电力用户用电信息采集系统是对电力用户的用电信息进行采集、处理和实时监控的系统,实现用电信息的自动采集、计量异常监测、电能质量监测、用电分析和管理、相关信息发布、分布式能源监控、智能用电设备的信息交互等功能。

用电信息采集终端 electric energy data acquire terminal
用电信息采集终端是对各信息采集点用电信息采集的设备,简称采集终端。可以实现电能表数据的采集、数据管理、数据双向传输以及转发或执行控制命令的设备。用电信息采集终端按应用场所分为专变采集终端、集中抄表终端(包括集中器、采集器)、分布式能源监控终端等类型。 3.3
专变采集终端 data acquire terminal of special transformer
专变采集终端是对专变用户用电信息进行采集的设备,可以实现电能表数据的采集、电能计量设备工况和供电电能质量监测,以及客户用电负荷和电能量的监控,并对采集数据进行管理和双向传输。 3.4
集中抄表终端 centralized meter reading terminal
集中抄表终端是对低压用户用电信息进行采集的设备,包括集中器、采集器。集中器是指收集各采集器或电能表的数据,并进行处理储存,同时能和主站或手持设备进行数据交换的设备。采集器是用于采集多个或单个电能表的电能信息, 并可与集中器交换数据的设备。采集器依据功能可分为基本型采集
