【句子结构分析】
这个句子由while切分成前后两个部分。
前面的部分框架是 professors treat A as B，其中A是个and连接的并列结构。
while后面的部分是现在分词结构作状语(双破里面的内容可以先不看)，框架为：portray C as D 。
整个句子连起来就是 professors treat A as B while portray C as D。
while前后两个层面，而且是相反的两个层面。如果认为A是正向的，那么认为C就是负向的。
这里的D可能比较难理解，但是B是很好理解的，有明显正向的词proper。所以确定这里的professors对A(progressive interpretation of history and progressive public policy)的态度是正向的，对C(progressive interpretation of history and progressive public policy)的态度是负向的。
