III概述

一、项目由来

肉制品加工业在国民经济中占据了十分重要的地位,当前我国肉制品加工业发展的主要矛盾为加工能力不足,转化加工质量不高,这是制约我国肉制品加工业发展的重要因素。肉制品消费从粗加工食品为主向精深加工食品为主转变,食品消费结构呈现加快升级趋势,各种精深加工的冷鲜肉、小包装肉、半成品肉、冷冻肉、熟肉制品以及以肉类为原料的方便食品、功能性食品、休闲食品和旅游食品的消费将明显增加。而我国目前肉制品品种相对较少,肉制品结构不合理现象比较严重。同时肉类产品流通高度分散,难以发挥控制作用。

正阳县畜产资源丰富,养殖业较发达,养猪是当地农民增加经济收入的主要途径之一。猪肉在人们的日常生活中占据着重要地位,同时,随着城市人民生活水平和可支配收入的逐步提高,绿色食品已成为市民生活所需。为加强生猪屠宰管理,规范生猪屠宰市场秩序,保障城乡居民饮食安全,促进全省生猪屠宰加工业健康发展,屠宰场向着规模化、标准化、集约化发展是必然趋势。

为有效地提高畜牧业的效益地满足人民生活不断提高的需要,全面地带动周边地区的经济发展,更好地保证肉制品加工业安全发展,有效地推动牧原集团自身发展,有效地保障农产品消费的安全,正阳牧原肉食品有限公司拟在正阳产业集聚区鲁花大道与西四环交叉路口建设年屠宰200万头生猪项目。

本项目投资50000万元,占地面积239亩,建筑面积85624.32m2,主要建设屠宰车间一座,分割包装车间一座,冷库一座,以及配套的待宰圈、办公楼、宿舍楼等。项目投产后,将显著提高企业生产能力,提升产品质量,提高产品竞争力和附加值,是适应市场的需要,也是增加地方财政收入、促进地方经济发展的需要,同时新项目将严格执行环保“三同时”制度,杜绝环境污染,实现经济效益和社会效益双赢。

按照《中华人民共和国环境保护法》、《中华人民共和国环境影响评价法》和国务院

I第682号令《建设项目环境保护管理条例》的有关规定,该项目必须进行环境影响评价。根据《建设项目环境影响评价分类管理名录》(环境保护部令第44号,2018年4月28修改),该项目属于名录中规定的第二项目农副食品加工业中的第5条【屠宰】,其中“年屠宰生猪10万头、肉牛1万头、肉羊15万只、禽类1000万只及以上”应当编制环境影响报告书,其他应编制报告表。本项目年屠宰200万头生猪,根据规定应当编制环境影响报告书。正阳牧原肉食品有限公司委托我单位完成该项目环境影响报告书的编制工作(见附件1)。在接受委托后,我公司组成项目环评小组,通过对拟建项目场址及所在评价区进行现场踏勘,制定工作方案,在此基础上开展了全面的现场调查、环境质量现状监测、污染因素分析、污染防治措施论证、资料收集和公众参与等工作。依据项目可研报告中工程建设内容,按照产业政策、相关规划和环境影响评价相关技术导则要求,编制完成了《正阳牧原肉食品有限公司正阳年屠宰200万头生猪项目环境影响报告书》,以此作为建设项目主管部门的决策依据之一。

二、建设项目特点

1.2.1工程特点

(1)本项目属于新建性质,年屠宰生猪200万头。

(2)项目运行过程中产生的污染因素以废水、恶臭气体、固体废物和设备噪声为主。项目以“预防为主、防治结合”的技术方针,采用较为成熟的治理措施,可以将其对外环境的影响降至最低。

(3)项目为规模化屠宰,包括屠宰、分割等较完整的工艺过程,产生的污染物主要是生产废水、工艺废气、固体废物和噪声,对环境的主要影响是在地表水、噪声和环境空气方面。

(4)项目产生的废水采用“车间隔油池+格栅+调节池+气浮池+水解酸化+AO+二沉池”的处理方式,处理后的废水排放进入正阳县产业集聚区污水处理厂进一步处理后排放。

1.2.2项目环境特点

(1)项目厂区距离最近的地表水体为东侧50m处的庞桥河,庞桥河下游汇入清水
