Purpose (目的) The purpose of this process is to provide the guidelines, methods and responsibilities for the preparation, approval and implementation of an Engineering Change Order. 规定工程变更的准备、批准和执行的职责和程序指导，确保工程变更有效控制。 2. Scope (范围) This process applies to all individuals from the functional departments who are responsible for the review, approval and implementation of ECO’s at Xxx. 本程序适用于xxxxxx所有与产品相关工程变更的准备、审核、批准和执行。 3. Definition( 定义) 3.1 Engineering Change Order (ECO) - An approved modification to documentation that is the authorization for modifying the product. Typically, it is assigned a sequential number for traceability within the configuration control process. An ECO may originate from an external Customer or be a Xxx internal ECO. 工程变更要求(ECO) – 是得到授权和批准的可以对产品进行更改的书面文件。通常它会被指定一个序列号用 于对工程变更的执行进行追踪。ECO可以来源于外部客户的要求，也可以来自xxx内部要求，但通常是来 自外部客户的变更要求。 3.2 ECO Form – Document that defines the purpose, implementation and parts affected in an ECO. The ECO form is the platform used to summarize or clarify a documentation change and to direct the implementation strategy. The ECO form also serves as the worksheet to collect and summarize the estimated costs of a Customer’s change. ECO格式– ECO格式中说明了变更的目的，执行要求及受到影响的元件。ECO格式是一个平台，用来汇总或 说明如何执行工程变更。ECO格式也可以同样用来汇总对客户提出变更的评估. 3.3 ECO Implementation Checklist – the document that must be completed before the ECO is changed to implemented and notification to the customer that the ECO is shipping. ECO执行检查清单 – ECO的变更执行前必须要完成的检查内容，这是在通知客户ECO将要执行前的必须步骤。 3.4 EIC system – ECO Implementation Checklist system EIC系统: ECO执行检查清单系统 3.5 Request for Action (RFA) – A request for action to change or evaluate a change to a product, part or document. This will not change the revision or the BOM just an evaluation of what the change will be, the cost of the change and the implementation plan. 变更请求（RFA）- 请求变更或评估变更对产品、元件或者文件所带来的影响。它并不需要立即修订像BOM 等之类的文件版本，只是对会要产生的变更、费用和执行计划做出说明。 3.6 CCB – Change Control Board, The CCB include Program, Purchasing, QA, Engineer, DCC, Finance. Logistics 变更控制委员会，包括项目部，采购部，质量部，工程部，文控中心，财务部,物流部。 3.7 RoHS-Restriction of use of certain Hazardous Substances in electrical and electronic equipment. 电子、电气设备中限制使用的特定有害物质。 3.8 PPAP: Production Part Approval Process生产件批准程序 Confidential & Proprietary Information of Xxx

Responsibility (职责) 4.1 PM 项目经理 4.1.1 PM should submit all external documents to DCC. 递交外部客户工程变更文件于文控。 4.1.1.1 If there is new part caused by ECO and the part is customer specific part, PM should get customer spec and submit to DCC or inform DCC to download from customer system 若客户的ECO中有新的料号并且该料是客户定制的，PM必须拿到客户的图纸并提交到DCC或者通知DCC从客户的网站下载。 4.1.2 Holds an ECO meeting and proposes implementation date at the ECO meeting 主持ECO 会议，并预计ECO 的执行日期。 4.1.3 PM should be for initiating the change request and assort with customer for ECO resolution of issues . PM负责对工程变更涉及的问题与外部客户沟通和内部协调。 4.1.4 PM should be manager affected cost and collected and communication with customer for all cost payment . PM负责工程变更所影响的成本分析安排和汇总，并与客户沟通，确保所有适用的成本由客户支付。 4.1.5 PM/PA collect all cost and for successful closure of all action items in ECO through the aid of the EIC system 项目经理/项目经理助理负责对成本的汇总.确保EIC系统中各项任务如期完成。 4.2 ECO Coordinator ECO协调员 4.2.1 Reviews customer ECO and informs PM / PA for any documentation problem; 审核客户ECO并通知PM/PA任何文件问题。 4.2.2 To do ECO impact analysis and translate into interal ECO, present to ECO implementation team. 作ECO变更分析并转化为内部的ECO,并在ECO会议上提出物料清单的更改。 4.3 Process Engineer 工艺工程师 4.3.1 PE analysis affected NRE, tooling ,rework .cost PE负责因ECO而产生的工具，返工等成本影响分析。 4.3.2 PE should analysis the ECO impects to internal process, and update internal BOM, WI and so on. PE分析 ECO对内部流程的影响，并更改内部的物料清单，作业指导书等。 4.3.3 Follows up engineering problem may arise during ECO implementation, and feedbacks to customer through PM / PA. PE跟踪在ECO执行期间可能发生的工程问题，并通过PM/PA反馈给客户。 4.4 Test Engineer 测试工程师 4.4.1 Reviews customer ECO for any impact on Test program and hardware; 审核客户ECO对测试程序和硬件的影响。 4.4.2 Presents any test impact and propose implementation date at the ECO meeting; 在ECO会议上提对测试程序的影响并建议执行时间。 4.4.3 Advises PM / PA on re-test cost due to additional incurred by the ECO; 建议PM/PA因ECO引致的重新测试的费用。 4.4.4 Ensures that verification and modification of testing device or tool are completed before the implementation of ECO 确保在ECO执行之前，测试设备或工具的确认或修改已完成 4.4.5 Follows up TE problem which may arise during ECO implementation and feedback to customer through PM / PA Confidential & Proprietary Information of Xxx (Xxx)

TITLE: ECN Control Procedure 标题：工程变更控制程序 DOC No.: FQP-4.2-04 REV：J Page 4 of 15 跟踪在ECO执行期间可能发生的测试问题，并通过PM/PA反馈给客户。 4.5 Equipment Engineer 设备工程师 4.5.1 Analysis the ECO impact to the Pick and place machine program, and upgrade the material loading list if needed. 分析ECO对贴片机程序的影响，并更新装料清单。 4.5.2 Advises PM / PA on specific feeder/ nozzle cost incurred by the ECO; 建议PM/PA因ECO引起的特殊上料器、吸嘴等的费用 4.6 Supplier Quality Engineer 供应商质量工程师 Analysis the ECO impact to raw materials, and upgrade the corresponding inspection specific. 评估ECO对原材料的影响, 更新内部检验规范 4.7 Logistics Ebook Specialist 物流保税专员 4.7.1 Logistics Ebook Specialist confirms the taxes impacts for OBS materials caused by the ECO and feedback to PM. 物流保税专员确认由ECO引起的废弃物料补税金额, 并反馈给项目经理。 4.7.2 If there is finished product upgrade caused by ECO, Logistics Ebook Specialist need to collect the updated product information and register in E-book. 如果ECO引起产品的升级，物流保税专员需收集升级的产品信息并及时在E-BOOK中备案。 4.8 Planner 计划员 Reports the stock on hand / excess / obsolete material status to PM base on ECO information from PM/PA, and to customer through PM/PA in the ECO meeting; ECO会议上, 计划员报告现存/过剩/废弃物料状态给项目经理，并经过项目经理反馈给客户。 4.9 Buyer 采购员 4.9.1 Issue PO to buy new material for ECO per PP and buying information 根据采购信息发出采购单购买ECO所需要的新物料 4.9.2 Checks with supplier the possibility to convert open order for current material to new part ECO 与供应商确认将当前物料未送货的采购单变换成ECO 所需要的新物料采购单的可能性。 4.10 Production 生产部 4.10.1 Production review through the manpower capacity and WIP status and present any impact on existing commitment and recommitted delivery based on the new conditions in the ECO committee meeting 生产部门负责人员和在线半成品的调整工作.。 4. 10.2 Implements ECO according to agreed schedule and feedbacks any issue arising during implementation to relevant departments; 依照协定时刻执行ECO，反馈在执行过程中出现的任何问题到相关部门。 4. 10.3 Follows up and ensure that delivery commitments are met. 跟踪并确保所有的项目在规定时间内完成 4. 10.4 Ensure ECO for changeover is implemented and co-ordinate with related parties if required. 确保ECO转换被执行，必要时与各部门协商处理 4.11 Quality Engineer质量工程师 Confidential & Proprietary Information of Xxx (Xxx)

TITLE: ECN Control Procedure 标题：工程变更控制程序 DOC No.: FQP-4.2-04 REV：J Page 5 of 15 4.11.1 QE through PM / PA contact customer for any quality acceptance standard changes caused by ECO. 通过PM/PA与客户协商因ECO而引起的质量接受标准的更改。 4.11.2 Quality engineer presents any new or revised quality criteria during the ECO committee meeting; He monitored and provided feedback to all departments as well as to custom for the compliance of new or revised process and quality standards. 质量工程师依照ECO要求，监督工程更改后首批产品的生产,测试，返修工作，控制产品的质量。 4.11.3 QE initiates stop shipment procedure for immediate change if necessary; 若ECO需要立即执行，品质工程师在必要时发出停止出货手续 4.11.4 EHS Engineer环境健康安全工程师 Any kind of ECO should announce to EHS to make sure no EHS contravention. 所有工程变更都必须通知EHS部门以确保没有EHS违背事件发生。 4.12 DCC 文控 4.12.1 The Doc. Control have responsibility to received customer ECO and assign a FLEX ECO serial number .It gives the ability to quickly track description and status for selected ECO. DCC负责接收外部客户ECO文件，并给定FLEX 内部的ECO 序列号，启始内部ECO流程。 4.12.2 Maintain the Agile system, Distributes Xxx ECO to the related department using Agile process. 维护Agile系统，通过Agile系统分发客户ECO/xxxECO到相关部门。 4.12.3 DCC build a ECO tracker list and maintain this.
