第四部分 实 施 建 议
英语课程的总体目标是培养学生的综合语言运用能力。学习英语的最终目的自然也是把它作为交际工具，但这个目的不是基础教育所能完成的，基础教育阶段的外语课只能尽可能运用一些，侧重在为运用做准备。事实上，中小学的各门课程都不能单纯以“学了能用”去衡量其价值。因此基础教育阶段的英语课在培养学生英语语言运用能力和相应的教育、教养方面具有打基础和做准备的性质，除此之外，英语课还具有远效性、国防性和开放性等其他学科不具备的特性。理解了这些特点，在英语教学中就不能因急于求成而拔苗助长，而应在培养学生运用英语的同时，不丢掉英语课所肩负的教育、教养任务，从而也不忽略影响英语语言综合运用能力最终形成的所有素养（情感态度、跨文化意识、语言知识、语言技能和学习策略）的整体培养。鉴于此，在参照此标准进行英语教育教学和英语学习活动中，应注意以下几点： 一、 正确处理整体与部分的关系
亚里斯多德曾说过：“整体并不是部分的总合”，英语学习过程是一个系统、复杂的过程，我们这里将语言知识和语言技能内容细化，并不意味着语言教学和语言学习可以以语音、词汇、语法等语言的组成部分为线索一部分一部分地学，我们提倡在全面分析学生、教材、教学环境以及教师的基础上整体理解英语教学，在语言整体的基础上设计教学活动和学习活动。这里除了要考虑影响学生语言学习的情感态度、文化意识和学习策略等因素外，在教材处理上要将各册课本、各个模块、各篇课文以及辅助教材看作是完成学习要求的整体，从而在教材处理上保持话语整体，而不分割成语法、单词、课文，也不把听说读写拆开；同时在教授、练习活动中尽可能使话语含有信息，使所学材料能够在真实的情景中讲有意义的话。 二、 正确处理听、说、读、写的关系
听、说、读、写技能既是语言运用能力系统中的要素，也是掌握语言的初阶，英语教学是在培养学生掌握这四种技能的基础上培养学生运用语言进行交际的能力的。四种技能在形成语言运用能力的过程中是互补互用，统一的整体，我们不能根据人类英语交际活动中听占45%，说占30%，读占16%，写占9%去设想四技能在语言运用能力中的比重。因此建议在教学或学习活动中将四技能灵活组合，如听写、听说、读说、

三、 正确处理话题、功能、句型和课文的关系
任何单纯以话题、功能或句型为中心的教学都不能完全体现语言的整体性，代表语言整体的是课文或是话语。这是因为凡是运用语言进行交际，就不可能只是某种句型或某项功能的简单运用，而是有背景、有主题、有连贯内容的、综合的思想、感情、信息的交流活动。单项的句型和功能都不具备交际的条件，只有课文或话语才能构成完整的交际单位。因此初中英语教学应该采取以课文为中心，而辅之以句型和功能的教学方法。
四、 正确处理标准与评价的关系
评价是英语课程的重要组成部分。英语课程的评价体系要体现评价主体的多元化和评价形式的多样化，评价应体现学生的主体地位，既关注结果，又关注过程。因此在模块目标中虽没有提及情感态度、学习策略等影响学生语言运用能力的内容标准，但并不是说可以忽略这些以形成性评价为主要形式的要素在语言教学中的重要性。相反，我们要更加认识关于情感态度、学习策略等因素对提高教与学的效率和质量的影响，更加注重其对学生发展的反拨作用，因而应坚持对学生进行形成性评价，为学生建立学习档案。同时也建议教师在进行教学设计时同步设计出学生学习质量评价试题和课堂表现评价表，一方面使教学更具有目标性和可评估性，另一方面也有利于评价、鞭策、激励和督促学生，为培养学生的自主学习能力打下基础。
（说明：质量监测的理想化状态：学生应当怎样学习英语，教师就应当按学生的学习方式进行合理教学，
监测就应当监测学生是否达到其学习状态以及学习效果，从而引导教师应当按学生的学习方式进行教学。）
