酒店环境风险防范措施及应急预案
东方明珠大酒店环境风险应急预案 根据《中华人民共和国环境保护法》等有关法律法规、国家标准为依据，正确应对突发性环境污染、生态破坏等原因造成的局部或区域环境污染事故，确保事故发生时能快速有效的进行现场应急处理、处置，保护酒店及周边环境、居住区人民的生命、财产安全，防止突发性环境污染事故发生，制度适合本酒店的环境污染事故应急预案。
一、指导思想
应急救援预案的指导思想:体现以人为本，一旦发生突发事故，能以最快的速度，最快的效能，有序地实施救援，最大限度减少对环境的影响。
二、应急预案适用范围
酒店区突发环境污染事故，包括废水、废气、危险废物事故排放等对河水造成污染、对当地大气环境造成污染、对酒店员工或周围居民的生命已经或可能造成重大影响的环境污染事故。
本预案适用于在本酒店范围内人为或不可抗力造成的废水、废气、固废(包括危险废物)、破坏事件，因自然灾害造成的危急人体健康的环境污染事故等。 三、危险辨实与评估
酒店如发生环境污染事故，从物质的属性上分主要有污水、大气。从事故的类型分主要有危险品泄露、火灾、废水事故排放、大气事故排放等。 最易发生环境污染事故的单位是化学品存储区、轻柴油储罐、生产区、废水处理区等，是防范事故的重点区域。人的操作失误、防护不力、管理措施不到位和工作场所的设备设施存在隐患是造成事故发生的主要原因。
四、指挥机构、职责和分工 (一)指挥机构
1、专项指挥部:组建一个针对环境污染事故的专项指挥机构。 2、现场指挥机构:机构内含现场指挥机构，负责环境污染事故应急指挥工作。 总指挥:总经理

负责“预案”的制定、修订;组建应急救援专业队伍，组织实施和演练;检查督促做好重大事故的预防措施和应急救援的各项准备工作，

实施救援行动;向上级汇报和向友邦发、单位通报事故情况，必要时想有关单位发出救援请求，组织事故调查，总结应急救援经验教训。
(三)成员分工
专项指挥部总指挥:组织指挥厂区的应急救援。
物业管理处:协助总指挥做好事故报警、情况通报及事故处置工作;负责灭火、警戒、治安保卫、疏散、道路管制工作;负责现场医疗事故指挥及中毒、受伤人员
分类抢救和护送工作。负责抢险救援物资的供应和运输工作。 日常应急救援办公室:现场及有害物资扩散区域内的洗消、监测工作;必要时代表指挥部对外发布有关信息。
其他人员:负责维持事故现场稳定，对与事故应急救援无关的人员进行紧急疏散。 五、风险防范措施
对已确定的危险目标，根据其可能导致事故的途径，采取针对性的预防措施，避免事故发生。各种预防措施必须建立责任制，落实到企业和各人。一旦发生情况时，尽力降低危害的程度。
(一)化学品制度的管理措施
1、储于钢瓶内的压缩气体、液化气体或加压溶解的气体受热膨胀，压力升高，能使钢瓶爆炸。
2、有些压缩气体和液化气体相互接触后会发生化学反应引起燃烧爆炸。 3、压缩气体和液化气体除具有爆炸性外，还具有易燃性、爆炸或中毒等事故。 (二)废水事故排放的风险防范措施
本厂污水处理站由专门管理人员进行沟通和解决。 1、建立安全生产责任制，落实安全责任人。 2、实行安全生产检查制度，并严格执行。 3、做好劳动保护具的放置和管理工作。
4、做好安全防护设施管理工作，持续进行安全生产和安全培训。 六、事故应急措施
1、废水事故排放应急措施:紧急停电时若出现废水系统的供电模块故障，单靠废水调节池的调节容量来缓冲整个厂区产生的废水风险是很大的，利用备用的发电设备应急使用。

2、监测系统发现废水水质异常:发现时必须加大对废水排放口的监测频率，及时查找事故发生原因并排除。
七、事故处置程序
一旦发生环境污染事故，应立即将事故情况上报物业管理处、环保中心。报告内容为事故发生的时间、地点、单位、事故的简要情况、污染源种类、数量、性质、伤亡人数等等。初步估计的直接经济损失和已采取的应急措施等。 根据专项指挥部总指挥的指令，立即足见现场救援组明确成员及现场组长和副组长，并在第一时间赶到现场。
专家组接到命令后，立即赶到现场，根据污染源总类、数量、性质为事故处理提供必要的技术指导，防止事故的扩大蔓延，防止二次危害的发生。要对现场的重要物资和设备等进行安全转移。
(一)现场污染控制
1、立即采取有效措施，切断污染源，隔离污染区，防止污染扩散。 2、及时通报和疏散可能受到污染危害的人员并参与对受危害人员的救治。 (二)现场调查与报告
1、污染事故现场勘察和技术调查取证。
2、环境监测:一般要求水污染在4小时内，气污染在2小时内定性检测出污染物的种类及其可能的危害。24小时内定量检测出污染物的浓度、污染的程度和范围，发出检测报告。并采取污染跟踪监测，直到污染事故处理完毕，污染警报消除。
八、现场保护
厂区内必须保护事故现场，参加救援抢救的每个人要严格保护事故现场，确因抢险需要移动现场物件时，必须作出标志、拍照、纤细记录和绘制现场图，并妥善保存现场主要痕迹、物证等。

保证事故应急救援所需要经费充足、通信保障、物资保障、宣传和培训等。加大
对环境保护的宣传力度，培养一批训练有素、有责任心的专业人士。 十、预案管理与更新
随着应急救援相关法律法规的制定、修改和完善，部门职责或应急资源发生变化，
