摘要：由于农业对土地、水等资源和自然环境的依赖性较强，生命周期长，具有分散性、落后性、生产率低下等特点，使得农业成为国民经济中的“弱质产业〞。要使中国农业迅速进入现代农业的运行轨道，一靠政策，二靠科学，三靠投入。其中政策处于首要地位。
美国是世界上农业最兴旺的国家, 美国的农业政策对美国农业现代化起了决定性的作用。美国政府开展根底设施的政策、农业科学技术开展的政策、税收政策、环境保护政策、农业生产支持政策等推进了农业的现代化。我国农业开展可以从中得到有益的启示。
