PART ONE 01 Smart City & EnvironmEnt ProtECtion in China 中国智慧城市建设和环境保护 Smart City in China 中国智慧城市建设 ?Ministry of Housing and Urban-Rural Development of PRC officially issued the “Notification on Carrying out National Smart City Pilot Work” on December 5th, 2012. ?2012年12月5日中国住房和城乡建设部正式发布了“关于开展国家智慧城市试点工作的通知”。 ?China has published three batches of national smart city pilots by June 2016, amounting to 290 in total. Over 500 cities, 95% of the sub-provincial cities and 76% of the prefecture cities, are specified to build or to be building smart cities in the Government Work Report or the 13th Five-year Plan. ?截至2016年6月，中国已公布了三批国家智慧城市试点，共计290个城市。而95%的副省级城市、76%的地级城市，总计超过500个城市，均在政府工作报告或“十三五”规划中明确提出建设，或正在建设智慧城市。 Smart City in China 中国智慧城市建设 ?Main target of smart city establishment: facilitation of public service, specification of urban management, livability of living environment, intellectualization of infrastructure and long-term effectiveness of network security. ---- National Development and Reform Commission of PRC “Guidance on Driving the Healthy Development of Smart City ” ?智慧城市的建设主要目标：公共服务便捷化、城市管理精细化、生活环境宜居化、基础设施智能化、网络安全长效化。 ——中国国家发改委 “关于促进智慧城市健康发展的指导意见” Smart City in China 中国智慧城市建设 ?Livability of living environment means: Digitalization of people’s life is improved substantially; environmental intelligent monitoring system of water, air, noise, soil and natural vegetation, and online control system of pollutants discharge and energy consumption are established; urban living environment is improved. ---- National Development and Reform Commission of PRC “Guidance on Driving the Healthy Development of Smart City ” ?其中生活环境宜居化包括： 居民生活数字化水平显著提高，水、大气、噪声、土壤和自然植被环境智能监测体系和污染物排放、能源消耗在线防控体系基本建成，促进城市人居环境得到改善。 ——中国国家发改委 “关于促进智慧城市健康发展的指导意见”
