【摘要】The pulling and pushing effects between high -tech industry development and cultivation of innovative talents are discussed in this paper on the basis of the related researches .The article analyzed the linkage mechanism between the high -tech industry development and the cultivation of innovative talents and the model evaluating the linkage mechanism , which includes se-lecting the indicators , measuring the cluster level of high -tech industry and the gathering level of innovative talents and estimating the pulling and pushing effect .The optimizing countermeasures are put forward to promote the coordinated development of high -tech industry and the regional economic and social environment .The paper studied the government ’ s leading and motivating roles in the development of high -tech industry .%在综述国内外有关高技术产业发展与创新人才研究成果的基础上，提出并界定高技术产业发展与创新人才培养的推力效应、拉力效应和联动效应概念；分析高技术产业发展与创新人才培养互动机理；通过选取高技术产业集群水平和创新人才集聚水平衡量指标、测算拉力效应、测算推力效应三方面，构建高技术产业发展与创新人才培养联动机制评价模型；提出优化提升创新人才对区域高技术产业发展的拉力效应、优化提升区域经济与社会发展环境、继
