【摘要】To insure consistent acceptable level of runway safety in civil aviation, a system of runway safety promotion strategies in guidance with \Aviation Organization was provided, based on conclusions about runway event categories and traits in civil aviation. There are 3 strategies as follows: consistent improvement of aircraft approach capacity, consistent promotion of monitoring and reacting capacity on surface

informationexchange capacity on Air Traffic Management. Accordingly, there are 4 implementation policies as follows: building up coordinative environment within all entities, implementing risk management methodology based on data collection and analysis, realizing strategy purposes through tactics upgrading and integrating, consistently promoting relief capacity after event as strategy supplementary.
