霍州至永和关高速公路西段起于隰县寨子乡中桑峨接东段终点，经隰县、永和县，止于永和县芝河镇官庄，全长47.718公里。

本项目实施后，对于形成山西省开放性高速公路网络，建立完善的综合运输体系，改善省际交通联系，增强煤炭运输和旅游景点通达能力，提高区域公路网络容量及可达性等具有重要意义，建成后将有效支撑新基地、新山西建设。

本项目路线全长47.718公里，采用双向四车道高速公路标准，设计速度80km/h，路基宽度24.5m，汽车荷载等级为公路-I级。

全线共设置互通式立交3座，分别为寨子枢纽互通、隰县互通、永和互通。其中寨子枢纽互通为高接高枢纽，连接西纵高速。

本项目推荐线位共设置7座隧道，均为分离式隧道，详见表1－1。

拟建项目地处山西省临汾市，跨越霍州市、汾西县、隰县、永和县一市三县。从整体上来看，路线两端为河，东部为黄土覆盖石质中山，中部为基岩裸露中高山，西部为黄土残塬及黄土梁峁。东端汾河和西端黄河河床，为本区最低点，海拔分别为550m和511.8m；中部基岩裸露中高山为汾河与黄河分水岭，最高点为紫荆山，海拔1955m；最大相对高差为1443.2m；在西部黄土残塬及黄土梁峁地带，沟底或河床两侧基岩裸露。路线跨越地貌分别有黄土台地，河谷地貌，黄土覆盖基岩中山地貌，喀斯特中山地貌，基岩中高山地貌，黄土残塬地貌，黄土梁峁与基岩冲沟组合地貌。

② 气象

该路段属暖温带大陆性季风气候区，具有四季分明，冬长夏短，春季干燥多风，夏季炎热多雨，秋季凉爽湿润，冬季寒冷干燥，其中秋雨多于春雨，冬季雨雪偏少。

区内气温总体是七月份温度最高，元月份温度最低。区内降水受地形影响出现差异，山区降雨量较平原区多。全年降雨量主要集中在七、八、九月份，尤以七月最多。春季3～5月份降雨量占全年15%左右，夏季6～8月降雨量占全年58%左右，秋季9～11月份降雨量占全年24%左右，冬季12～2月降雨量仅占全年3%。

各县市气候状况如下：

隰县：气候受季风影响冬季寒冷少雪，春季干旱多风，夏季雨量集中，秋季晴朗凉爽。年均气温9.3℃，地面极端最高气温为37.5℃，最低气温为-24℃(1985年1月6日)；一月份最冷，

本项目路线走廊总体走向由东向西。推荐方案路线全长47.718公里，东起于隰县寨子乡中桑峨接东段终点，经隰县、永和县，止于永和县芝河镇官庄，接拟建的霍州至永和关高速公路省界段。

根据本路工可报告，交通量预测结果及道路服务水平详见交通量及路段服务水平分析表：

④不良工程地质现象

路线区域不良工程地质主要有土溜，滑坡，湿陷等。 ⑤地震

区内从东到西地震动峰值加速度依次减小，其中本项目除起点部分路段为Ⅶ度区外，其他大部分路段均为Ⅵ度区。

（四）初步设计批复意见执行情况

本项目施工图设计是在执行初步设计批复的基础上，结合本项目路线条件、运营管理需求及山西省有关规定进行的。

（五）交通工程及沿线设施建设标准与规模

本项目交通工程及沿线设施设计等级为A级，全线设置监控、收费、通信、通信管道、供电、照明和管理设施，实时收集交通流信息并及时发布，迅速采取相应对策、疏导交通、保障行车安全。

本项目监控系统属于A级A22类（四、六车道高速公路服务水平一、二级的路段），设置基本的信息采集、信息处理与决策、信息发布与控制措施。监控设施分期修建，当服务水平降至二级时，实施二期工程。

收费设施的机电设备按预测的第5年交通量配置；收费岛、收费广场、收费车道、收费大棚的规模按预测的第15年交通量实施；收费广场用地、站房房屋、站房区用地、相关土方工程的规模按预测的第20年交通量实施。

通信设施满足监控、收费和管理业务需求，结合路网统一规划、统一标准、统一体制、适应信息化管理和通信技术发展。

1．所有设备应按施工图的指示进行固定和连接。设备应处于正常直立和稳定的状态。 2．所有机电设备的安装均采用下走线方式（跳线除外）。 3．全部电力、控制电缆、网络线必须是PVC绝缘的。

4．电缆、光缆、网络线（统称为线缆）要根据相关的原理图作清晰的编号标记，用以接序和回路的检查。每根线缆在端头处要装有标签，标签采用铝质的材料，大小不小于5cm×3cm，标签字迹清晰完整。

5．线缆进入房屋或设备时要采用紧压式的线孔，所有的线要排列整齐，可靠安装，并且要阻虫害、鼠害等，设置适当支撑减轻线缆终端的重量。在每一进线处要提供一定余量的线孔。

6．终端接头要根据原理图进行标记和识别，线缆的记号用来帮助正常接续。终端接头做成抗震型。

7．全部设备和接线箱要有每一根线芯（包括备用芯）分离的终端接头。安装时，线缆和终端接头的排序要相互一致。

8．易弯曲的线缆要恰当地安装，并且要保护安不被擦伤、挤压及在通过门或其它移动部分不被拉紧。

9．全部主线、缆线管道、布线和接地导体应是安装、可靠的。线缆由线缆支架，托架等支撑。线缆每隔最少20cm做一次绑扎，具体的绑扎密度以线缆能自承重量为准。

10．当线缆通过线缆孔沿、线缆管道和类似的地方时要采取密封措施，采用金属网封装，防止害虫和鼠进入。

11．所有光电缆和供电电缆的雷电过电压保护应符合YD/T5098-2001《通信局（站）雷电过压保护工程设计规范》的要求。

12．出入通信局（站）内的电力电缆（线）、通信缆线应采用金属护套电缆或敷设在金属管内，进局电缆的金属护套均应做防雷保护接地。
