精品课程建设实施方案
（试行）
遵照《教育部关于启动高等学校教学质量与教学改革工程精品课程建设工作的通知》（教高[2003]1号）和《关于开展广东省高等学校精品课程建设工作的通知》（粤教高[2003]52号）文件精神，根据《北京师范大学珠海分校关于深化教学改革提高教学质量的若干意见》的要求，经过充分酝酿和准备，我校决定2005年正式启动本科精品课程建设立项工作。
一、指导思想
我校是北京师范大学和珠海市人民政府共同举办的一所新型普通高等学校，诞生于我国教育事业大发展的历史时期，教学质量是我校赖以生存和不断发展的生命线。课程是实现教育目的的主要载体和手段，精品课程建设是提高教学质量的一项奠基性工作。通过开展精品课程建设工作，以点带面，切实推进教育创新，全面提升教学质量。
二、建设目标
计划在2005年立项建设校级精品课程2-3门，近几年每年立项建设2门，并从建成的校级精品课程中再评选出参评的省级和国家级精品课程。通过建设，精品课程要在教师队伍、教学条件、教学内容、教学手段和教学质量等方面达到最优标准，成为示范课程，以此推动学校其他课程建设。 三、建设标准
精品课程是具有一流教师队伍、一流教学内容、一流教学方法、一流教材、一流教学管理等特点的示范性课程。精品课程建设要做到高标准、高要求，体现先进性、科学性和示范性。按照教育部的要求，规定以下六条标准：
1.教师队伍。要形成一支以主讲教授负责、结构合理、人员稳定、教学功底扎实、教学水平高、教学效果好的教师梯队。国家级和省级精品课程要由学术造诣高，教学经验丰富的教授领衔主讲，要配备辅导老师和实验工作人员。
2.教学内容。教学内容具有先进性、科学性，能及时反映本学科领域的最新学术成果；广泛吸收先进的教学经验，积极整合优秀教改成果，体现新时期社会、政治、经济、科技的发展对人才培养提出的新要求。
3.教学方法。运用先进的教学方法和手段，使用现代化教育技术，把相关的

4.教材建设。要采用全国最优秀的教材，鼓励采用自编高水平教材。 5.实验建设。包括精品课程主讲教师在内的项目组主要成员要亲自参与实践教学，改革实验教学的形式与内容，鼓励本科生参与科研活动。
6.教学管理。建立切实有效的激励约束机制保障精品课程建设。要投入足够的经费和实施严格的管理；要制定规章制度，保证教师、教学管理人员和学生积极参加精品课程建设。
四、申报条件
1.申报的精品课原则上是公共必修课和学科专业基础课。 2.精品课程建设项目主持人应具有教授职称。
3.课程建设梯队应由若干名教授、副教授和讲师组成。允许申报学院及主持人吸收其它学院的人员构成教师梯队。也允许学院之间自由组合，联合申报。
五、申报程序
1.课程负责人提出申请，由教学单位决定是否申报。
2.申请人提交书面的《北京师范大学珠海分校精品课程建设项目申报表》（在教务处网页下载）一式十份，同时提交电子版。
3.提供主讲教师现场教学录像不少于一节课。
4.校教学指导委员会审批，确定校级精品课程建设项目。 六、精品课程建设管理
1.学校和各教学单位设立精品课程建设基金，每门课程资助20万元。学校和教学单位各承担一半，分年度提供，专款专用。主要用于网络课程、多媒体课件、教学文件、教学资料、教学用具和课程负责人岗位津贴等费用支出，并在师资配备、教学条件方面优先支持。
2.获准立项建设的课程，要在3年之内达到学校精品课程建设标准。学校精品课程评估专家组将分阶段对立项课程进行检查和评估验收、对于认定达到校级标准的课程，经全校公示一周无异议，报校长批准后，由学校授予“北京师范大学珠海分校精品课程”的称号。
3.获得“精品”称号的课程，要将相关的教师队伍、教学大纲、教学内容、教案、习题、教材及参考书、教学现场录像等通过校园网对全校免费开放。精品

4.学校将组织专家每年对已获得“精品课程”称号的课程的教学及管理进行检查和年终评审，评审后被确定为不合格的课程，学校将取消其“北京师范大学珠海分校精品课程”的称号。
5.学校将根据课程建设状况，在评审合格的“精品课程”中再评选出优秀课程，参加省级和国家级“精品课程”的评选。
七、知识产权
凡授予“北京师范大学珠海分校精品课程”称号的教学单位和主讲教师要无条件的同意将上网内容公开并免费使用，并要承诺上网内容不侵犯他人的知识产权。
八、时间安排
1.4月8日--5月8日（第6--10周），学校精品课程建设立项新闻发布。有意申请精品课程建设项目的单位，成立精品课程建设小组。完成本单位精品课程建设规划，做好校级精品课程立项的申报工作。
2.5月8日--5月25日（第10--13周），学校教学指导委员会评审各单位申报的课程，确定进入校级精品课程立项名单。
3.5月25日--6月5日（第13--14周），报送校长批准。
