【摘要】Objectives: To analyze the optimal scales for secondary public hospitals in China and present reference information for controling the development of hospital scales. Methods: Hospital input and output indicators for eficiency analysis were selected and 194 secondary public general hospitals in 3 China eastern provinces were selected as a study sample. Data Envelopment Analysis method was applied to analyze the status of returns to scale of secondary public hospitals in the study period using DEAP(2.1) software. Inflexion points were identified to determine the optimal scale of public hospital beds and stafs. Results: In 2012, 17 of 194 hospitals were in DEA efectiveness status, and the other 177 hospitals were in DEA non-efectiveness status; 115 strict inflexion points and 60 flexible inflexion points were identified through time-series longitude analysis. Through the analysis of inflexion points, the strict control standards for secondary public general hospitals were 294 beds, 95%CI: (262, 326) and 483 stafs, 95%CI: (437, 528); the flexible control standards were 363 beds, 95%CI: (291, 434) and 564 stafs, 95%CI: (479, 648).
