【摘要】reducing the emission is a global task. Both developed and developing countries should undertake their obligations on emission reduction. If one party is responsible and the other is not, the cost on emission reduction will be affected indirectly. Hence, to evaluate the total cost of a country, only paying attention to its own emission cost is not reasonable. We should consider the emission reduction actions of both developed and developing countries.
