摘 要
乡镇企业是城市发展的重要组成部分,乡镇企业的人力资源管理在乡镇企业建设和管理中扮演着重要的角色,其效果影响着乡镇企业管理的水平。乡镇企业人力资源管理指的是一系列的活动,如计划、组织、指挥、控制和协调乡镇企业和监管者的活动,使用现代科学方法采集、开发、维护和利用人力资源。调动人的主观能动性,充分利用他们的才能,最终实现乡镇企业的发展目标的一种管理行为。
本文引用人力资源管理的相关概念和方法,通过文献综述法和案例研究法分析南通市永和佳苑乡镇企业人力资源管理的现状及其存在的问题,并找出存在问题的原因,据此提出了一些合理的,具有针对性的解决措施,有效解决乡镇企业人力资源管理的发展问题,为未来南通市乡镇企业人力资源管理的发展提供参考意见。

ABSTRACT
Community is an important part of urban development; human resource management in community construction and management play an important role in the effect affects the level of community management. Human resource management refers to the community service center and director of the use of modern scientific method, on the acquisition and development of human resources, maintain and use of such aspects as planning, organizing, command, control and coordination and a series of activities, give full play to people's subjective initiative, make person, things have to the person, the personnel, ultimately achieve the goal of realizing community service center development a management behavior.
This paper cited the human resources management related concepts and methods, through literature method and the analysis of the case method in Nan tong, total permanent thereof garden community of human resources management present situation and existing problems, and find out the cause of the problem, accordinglyputs forward some reasonable and targeted measures, effectively solve the problem of the development of the community service center for human resource management, Nan tong community service center for the future for reference to the development of human resources management.
