1.2工程内容

本项目为云南正源房地产有限公司开发的生态住宅区,项目总投资为8800万元人民币,总用地面积290725m2,总建筑面积171525 m2,打算建盖住宅162栋,住宅总户数720户,住宅总建筑面积167560 m2,容积率0.59,覆盖率24.7%,绿化率48.6%。工程内容包括住宅楼、会所、休闲中心、幼儿园、游泳池、停车位、公厕、值班室等。

2、环境阻碍推测及评判

2.1施工期环境阻碍分析

2.1.1空气环境

施工期对区域大气环境的阻碍要紧是地面扬尘污染,施工工程中土方的挖掘及土方现场堆放、建筑材料搬运和搅拌、运输车辆的停放都会产生不同程度的扬尘。扬尘呈无组织排放,散落在施工场地和周围地表,并随降水冲刷而转移至水体,造成水土流失。

呈贡县的年平均风速为2.9m/s,在每年的5~10月,是昆明的雨季,这期间风速较小,加之降雨的阻碍,空气湿度较大,施工扬尘发生的频率相对低。然而在冬春季节,受气象条件的阻碍,扬尘的产生在施工场地将比较明显,专门是在开挖、回填土方时期较为突出,专门是位于主导风向下风向,空气环境指标可能超标,对伏象山二期的施工工作人员会造成一定阻碍,项目北向的伏象山庄和世林不墅也会受到一定程度的阻碍。但粉尘的排放特点为非连续性的瞬时排放,仅在施工期超标严峻,尽管对周围环境有一定的阻碍,但阻碍程度是能够同意的。随施工终止,该阻碍随之终止。

建设期扬尘的产生依旧无法根除的,故将会对周围环境产生一定的短暂阻碍。对此,应加强建设期的环保治理,尽量减少扬尘的产生。应实施标准化施工,第一,要加强施工治理,工地配置滞尘防护网,地面硬化处理;其次采纳商品混凝土;第三应对粉尘发生量较大的部位采纳喷淋降尘,对运输交通道路及时清扫、洒水。此外,在运输、装卸建筑材料时,专门是泥砂运输车辆,须采纳封闭车辆。

施工机械和运输车辆作业期间产生的尾气,也是阻碍空气环境的要紧污染物之一。由于施工期不长,作业范畴相对较大,施工机械和运输车辆外排尾气量均不是专门大,尾气排放随运输车辆移动呈不固定方式排放,且使用汽油或柴油作能源,外排尾气中要紧为CO、碳氢化合物等,同时项目场地较为空旷,区域平均风速大,有利于尾气的扩散稀释。因此在空气环境中经一定距离的自然扩散、稀释后,污染物浓度较低,对评判区域空气质量阻碍不大。

施工期排放的废气量不大,经加强治理及采取有效的防治措施,并在空气环境中经一定距离的自然扩散、稀释后,污染强度不大,因此本项目施工期产生的废气对评判区域空气质量阻碍不大,并随施工期的终止而排除。

2.1.2 地表水环境

施工期产生的废水包括施工人员的少量生活污水和施工本身产生的废水。施工时产生的废水含大量泥沙、水泥等,建筑施工尽管需水量较大,但废水的排放量并不多。施工人员的生活废水要紧污染物为 CODcr、氨氮、磷酸盐及悬浮物等。污水排放方式为随机分散,无组织间断排放。施工废水的直截了当向外任意排放,会对项目区环境造成负面阻碍。

施工废水在施工期设置沉淀池进行处理,处理后废水可用于工具清洗和混泥土养护,以减少排放废水。施工中的生活及施工废水总体排放量不大,依照昆明市滇池治理局排水许可,项目施工废水排放必须按临时排水许可证要求达标排放。施工人员的生活污水数量尽管小,但也要加强治理。若施工废水处理不当或直截了当任意排放,则会造成邻近水体污染,故应加强对施工人员生活污水的治理,可考虑租用环卫部门的流淌厕所或设置临时化粪池、隔油池进行熟化处理后,再和施工废水一起集中到施工沉淀池沉淀后回用或排入马料河,禁止将施工中产生的废水排入果林水库或不经处理直截了当排入马料河。由于施工废水产生量较少,通过处理后对区域环境阻碍不大,并随施工期的终止而排除。

为了更好的爱护果林水库水质不受污染,在项目施工初期,沿果林水库退让35m的项目爱护线修建一条截流沟,从项目修建一条排水沟至果林水库出口河流马料河,由于项目与马料河相对高差约20m,通过截留沟和排水管道将项目收集的雨水和沉淀后余外的施工废水排入马料河,以确保项目产生的污水不得以任何形式排入果林水库。

由于施工期产生的废水量不大,尽量用于场地洒水或施工用水,剩余废水通过处理后排放至马料河;但由于该项目处于地表水环境较敏锐的区域,必须建设完善的废水处理池,并加强治理,确保施工废水不排入果林水库。在采取严格的措施后,施工期废水对区域地表水环境阻碍不大,并随施工期的终止而排除。
