三峡库区农村生态产业及其稳定机制探讨

【摘要】It is a very important solution to develop ecological industry to achieve the sustainable development in the Three Gorges Reservoir Area. Developing environment friendly industries is also an important part of the post stage development planning for the Three Gorges Reservoir Area. Firstly, based on the current situation of the agricultural development and farmers' income in the Three Gorges Reservoir Area, this paper analyses the change of the proposition of first, second and third industries and makes the comparison of agricultural structure among the Three Gorges Reservoir Area, Chongqing Municipality and the whole country. Secondly the paper puts forward the idea to establish the recycling agricultural system by developing vegetable, orange, pigs raising and methane production by taking Zigui County as an example. Finally the paper suggests that stabilization mechanism such as ecological compensation mechanism, communication and trust mechanism and risk sharing mechanism be established.%三峡库区发展生态产业是库区实现生态环境与区域经济协调可持续发展的重要路径,是库区后续发展规划的重要内容之一.本文基于三峡库区农业产业发展水平和农民收入水平不高的现状,分析了三峡库区三大产业比 重的变化,对三峡库区、重庆和全国的
农业产业结构进行比较；并以秭归县农业产业变化状况为例,构建了以蔬菜、柑橘、生猪、沼气等产业为主的生态产业链循环体系.提出了建立完善生态补偿、沟通信用、风险共担等稳定机制,保证三峡库区生态产业健康发展. 【总页数】4页(709-712)
